The secondary purpose is to provide information for decisions on rate design. Wheeling services, which differ from the transmission function classification in the FACOS, and other unbundled services are not separately analyzed. This document is in 3 sections, the report, the service schedules, and a consultants review and critique of the study. The 6 schedules give comparison of revenue with allocated revenue requirement, unit cost, functional classification, allocation, basic data, and reconciliation with financial statements.
