Book excerpt: The unanimous passing of the Virginia Higher Education Opportunity Act of 2011 highlights the need to create a cost-effective pathway to baccalaureate degree growth. Using an exploratory case study design, this study compared the cost-effectiveness of two baccalaureate degree programs offered by institutions in the State University System of Florida and in the Florida College System. I found the total expenditure per student credit hour was less in the two baccalaureate programs in the Florida College System and their degree growth rate was higher than institutions in the State University System of Florida. The analysis of two Florida Statutes indicates support for community college baccalaureate programs. I conclude that the community college baccalaureate degree is a cost-effective pathway to increase degree growth and should be considered as a policy to enhance the goals of the Act. I recommend that the Virginia General Assembly and the Governor authorize a pilot project for one two-year public college to offer a baccalaureate degree program and to enact statutes similar to Florida.

Available in PDF, EPUB and Kindle. Book excerpt: This two-part qualitative study explored the use of cost-effectiveness analysis (CEA) in community colleges. CEA is a cost analysis tool that compares alternative programs, designed for the same outcome, in terms of both costs and effects, ranking programs by cost-effectiveness and providing more information to decision makers than cost data or effectiveness data alone. CEA indicates which program provides the greatest benefit at the lowest cost, or the greatest return in student outcomes for a fixed investment. The purpose of the study was to determine if CEA methodology could be used by individual colleges and how CEA might fit into their decision-making process. The literature review revealed few CEA studies of community college programs; the only published studies were conducted by external researchers, and no studies identified how CEA methodology could be adapted for institutional use. Part One investigated what is required for CEA to be implemented by individual colleges, challenges that might arise, and potential solutions. Unstructured and semi-structured interviews were conducted with eleven participants who had expertise in CEA, institutional research, and data analytics. Results of Part One revealed that CEA can be adapted for institutional use, and identified the requisite competencies and resources. Part Two used a grounded theory approach to explore how college leaders work to increase student success. Findings from twenty-six unstructured interviews with community college executive leaders facilitated proposal of a substantive grounded theory describing how leaders align campus culture, programs, and processes to a student success mission. Findings also suggested leadership interest in CEA, and a niche for CEA within the theory. CEA is seldom utilized in higher education. Community colleges focus on the use of program effectiveness data to improve student outcomes, overlooking the strategic use of program cost data to increase student success. The findings of this study indicate that CEA methodology can be adapted for use by individual community colleges, and identify a role for CEA in decision making. This study also provides an introductory guide for colleges interested in using CEA

Book excerpt: ABSTRACT: The purpose of this study was to determine what key community college leaders in 5 colleges in Florida viewed as the transformations that occurred in their community colleges in order to provide baccalaureate degree-producing programs. In addition, this study considered the factors that led to the introduction and initiation of these programs. A survey was administered to 38 executives, developers, and implementers of the community college baccalaureate in the first 5 colleges in Florida to implement such programs. Three primary factors were exposed: need, accountability, and mission. Results showed a high degree of support for the implementation of the baccalaureate degree in community colleges. Two primary reasons for the creation of these transformational programs were (a) student access to the baccalaureate degree and (b) meeting workforce needs. The quantitative survey results were reinforced by 16 qualitative interviews that provided a more in-depth understanding of how and why these programs were created.

Book excerpt: ABSTRACT: This study sought to determine if community college baccalaureate programs in Florida were fulfilling the goals that were set forth in the legislation that created them. The study examined whether the baccalaureate level education programs at three community colleges in Florida were increasing access to baccalaureate education. The study investigated enrollment trends at all public institutions in Florida, reasons why students chose the community colleges for their upper division education, alternative plans students may have had if these programs did not exist, whether the limited number of baccalaureate programs at the community colleges impacted students' choice of major, and how the schoolwork habits of students in the community college baccalaureate programs compared with their counterparts at other four-year institutions in the state. The data included enrollment data, responses from a survey instrument that i created, and data from the national survey of student engagement's (nsse) data warehouse. The enrollment data included the upper division enrollment in education programs at public institutions in florida. The survey instrument used open-ended questions and likert-scale items from the nsse. The survey's respondents were juniors and seniors (n=140) from baccalaureate education programs at the three community colleges. Most students chose the community colleges for their upper division education because of location and cost. Almost three-fourths of the students who participated in this study reported that they would have attended another institution for their baccalaureate studies if the upper divisions at the community colleges did not exist. One-fifth of the respondents said that they would not have been able to earn a baccalaureate degree without the community college baccalaureate programs. The overwhelming majority of participants chose to major in education for a traditional reason. Finally, the students from the community college baccalaureate programs seemed to have better schoolwork habits and were more engaged than their counterparts at other four-year institutions in the state. The results of this study suggest that the baccalaureate level teacher education programs at community colleges in Florida are increasing access to baccalaureate education.

Book excerpt: Rising four-year university tuition and graduate indebtedness in the United States has made two-year community colleges a potentially cost effective path to a bachelor's degree by allowing students to transfer community college credit hours into a four-year university. However, courses at community colleges may not be perfect substitutes for the four-year college courses they replace and may potentially have adverse effects on academic performance, indebtedness and future income. Using the Baccalaureate and Beyond Longitudinal survey we find that bachelor's degree graduates that transferred in credit hours from community colleges experience some adverse academic outcomes. Although these graduates had similar cumulative and major GPAs, they had an increased likelihood of repeating a course or having to withdraw from a class because of failure. In spite of these adverse academic outcomes, graduates that transferred credit hours from community colleges graduated with less student debt and had slightly higher post-graduation incomes than their fellow graduates.

Book excerpt: Many changes are occurring in community colleges offering baccalaureate degrees across the nation, especially in the state of Florida where 24 of 28 colleges in the Florida College System are offering baccalaureate degrees. The impact of these institutions shifting their missions from associate to baccalaureate degree offerings is unknown on a key area of the college - Student Affairs. The purpose of this study was to describe and document the perceived changes in and lessons learned about Student Affairs programs at two large, multi-campus colleges in the Florida College System offering Bachelor of Applied Science (BAS) and Bachelor of Science (BS) programs. The primary sources of data collected for this study were from 27 interviews with college administrators and staff and from 22 documents. District and campus-based administrators were selected based on their influence over, or knowledge of, Student Affairs programming at all degree levels and/or specifically at the baccalaureate degree level. Professional and support staff members were selected based on their direct involvement with the delivery or support of Student Affairs programs for baccalaureate students. The five major findings, based on a cross-case analysis, were (a) a focus on operations, (b) struggling with philosophical directions, (c) changes occurring in personnel and operational processes, (d) no change in several areas, and (e) lessons learned in cultural shift. This study concluded that the 2+2 admissions model is confusing to students, and it does not always allow for seamless financial aid coverage, which may be creating "leakages" in the community college baccalaureate (CCB) student success pipeline. Additional staff and resources are needed in the areas of admissions, recruitment, and advising. Several new and/or revised operational processes took place in the areas of admissions, recruitment, registration and records, and financial aid. Although student development theories still are seen as an important foundation of Student Affairs work, each college was struggling with their philosophical directions as a CCB institution. Finally, a majority of participants expressed a resistance to the change of becoming a CCB institution, not understanding if they still were a community college or if they were moving closer to becoming a 4-year university.
