Book excerpt: The messages of the several Presidents of the United States—annual, veto, and special—are among the most interesting, instructive, and valuable contributions to the public literature of our Republic. They discuss from the loftiest standpoint nearly all the great questions of national policy and many subjects of minor interest which have engaged the attention of the people from the beginning of our history, and so constitute important and often vital links in their progressive development. The proclamations, also, contain matter and sentiment no less elevating, interesting, and important. They inspire to the highest and most exalted degree the patriotic fervor and love of country in the hearts of the people. It is believed that legislators and other public men, students of our national history, and many others will hail with satisfaction the compilation and publication of these messages and proclamations in such compact form as will render them easily accessible and of ready reference. The work can not fail to be exceedingly convenient and useful to all who have occasion to consult these documents. The Government has never heretofore authorized a like publication. In executing the commission with which I have been charged I have sought to bring together in the several volumes of the series all Presidential proclamations, addresses, messages, and communications to Congress excepting those nominating persons to office and those which simply transmit treaties, and reports of heads of Departments which contain no recommendation from the Executive. The utmost effort has been made to render the compilation accurate and exhaustive. Although not required by the terms of the resolution authorizing the compilation, it has been deemed wise and wholly consistent with its purpose to incorporate in the first volume authentic copies of the Declaration of Independence, the Articles of Confederation, and the Constitution of the United States, together with steel engravings of the Capitol, the Executive Mansion, and of the historical painting the "Signing of the Declaration of Independence." Steel portraits of the Presidents will be inserted each in its appropriate place.

Democracy turns to tyranny when a moral man becomes amoral. With biblical prophecies and instructions, the author shows that America faces a real threat to its democracy unless it resists tyrants with all their mind, soul, and strength, which is obedience to God who can anchor the nation on its solid foundation set by the Founding Fathers. Every citizen, political and judicial leaders of the nation, are the cupbearers and the watchmen of the nation.

Referring to these papers, the following statement occurs in the Prefatory Note to Volume I: In executing the commission with which I have been charged I have sought to bring together in the several volumes of the series all Presi dential proclamations, addresses, messages, and communications to Con gress excepting those nominating persons to ofice and those which simply transmit treaties, and reports of heads of Departments which con tain no recommendation from the Executive. In the Prefatory Note to Volume IX the statement was made that this course was a mistake, and that the work to be exhaustive should comprise every message of the Presidents transmitting reports of heads of Departments and other communications, no matter how brief or unintelligible the papers were in themselves, and that to make them intelligible I should insert editorial footnotes explaining them. Having acted upon the other idea in making up Volume I and a portion of Volume II, quite a number of such brief papers were intentionally omitted. Being convinced that all the papers of the Executives should be inserted, the plan was modified accordingly, and the endeavor was thereafter made to publish all of them. In order, however, that the compilation may be 'accurate and exhaustive, ' I have gone back and collected all the papers - those which should have appeared in Volumes I and II as well as such as were unintentionally omitted from the succeeding volumes - excepting those simply making nominations, and shall publish them in an appendix in the last volume. These omitted papers, with editorial footnotes, have been inserted in the Appendix, and appear in the Index in alphabetical order, so that no serious inconvenience will result to the reader. Book excerpt: The policy of affirmative action, today, more so than in the Civil Rights era, is under severe scrutiny. Nicholas Capaldi's Out of Order typifies the present-day criticism of affirmative action and shows how we have shifted from equality of opportunity and individual merit to the concept of group entitlement and statistical quality of result. Capaldi contends that affirmative action has not solved the problem of equal opportunity for which it was presumably designed, it has instead created a new moral dilemma in the form of reverse discrimination. Out of Order highlights key affirmative action issues from the time of the Civil Rights Act of 1964 through the Bakke decision, the Weber case of 1979, and beyond. Capaldi illuminates not only the historical/judicial complexion of affirmative action policies but also their philosophical and social implications. Capaldi questions the necessity of affirmative action, whether its creation was based upon a valid definition of the nature and extent of discrimination, and whether it is a suitable policy for dealing with discrimination. Capaldi maintains that the creation of affirmative action evolved more out of social theory than social reality. By carefully documenting the legislative and judicial history of the Civil Rights Act, the author argues that affirmative action is a bureaucratic fabrication, that it is not a solution to a problem but a policy in search of problems. The crux of Capaldi's thesis boldly claims that affirmative action is perpetuated by the self-interest of "modern liberals" who "guide and control the system from their superior vantage point." Moreover, affirmative action is centered on education and has its roots in doctrinaire liberalism. Since that social philosophy attaches a crucial role to education, and since the conflicting demands made upon the modern American university have exposed its inability to generate coherent policies, doctrinaire liberalism has undergone a crisis of confidence.
