Initial police academy training and education develops the minds, career goals, and attitudes of future law enforcement officers who will be in charge of social order. The needs and demands of modern-day societies have evolved, and it is very important for police training academies to keep up with the practice of the police profession. Higher education adds value to police training as it reinforces the development of critical thinking skills and the necessary values needed to face the needs and demands of society, particularly in terms of accountability, professionalism, and legitimacy. This research presents a case study of two police training academies located in a Canadian urban province and in the Southern United States. These academies have been selected for the difference in the level of education required prior to attending initial police training at each academy. The aim of this project is to determine similarities and differences in police training orientations across locations, to assess whether required higher education impacts trainee self-efficacy and motivation to learn during initial police training, as well as to identify whether motivation and self-efficacy are differently affected across locations. Curricula from both locations were retrieved for analysis and comparison, questionnaires were used to examine students' motivation and self-efficacy pre- and postpolice academy training, interviews of academy staff were used to understand the context of training, and examine the potential impact of higher education on trainee motivation and self-efficacy as according to instructors' previous experiences. Findings of this comparative case study present similarities among curricula orientations, and in the trainee self-reported motivation and self-efficacy levels. The effect of higher education on trainee motivation and self-efficacy during initial police training could not be accurately assessed. --Page ii.

What is the impact of gender diversity and political orientation on a police students’ career aspirations and attitudes to policing? These are some of the questions addressed by this longitudinal project, following police students in seven European countries. The unique data material makes it possible to explore a wide range of topics relevant to the future development of policing, police education and police science more generally. Part I presents an overview of the different goals and models of police education in the seven participating countries. Part II describes what type of student is attracted to police education, taking into consideration educational background, political orientation and career aspirations. Part III shows the social impact of police education by examining students’ orientations towards emerging competence areas; students’ career aspirations; and students’ attitudes concerning trust, cynicism and legalism. The overall results show that police students are strikingly similar across different types of police education. Students in academic institutions are at least as interested in street patrolling as students in vocational training institutions. Gender and recruitment policies matters more in relation to career preferences than education models. The national context plays a more important role than the type of police education system. Written in a clear and direct style, this book will appeal to students and scholars in policing, criminology, sociology, social theory and cultural studies and those interested in how police education shapes its graduates.

Book excerpt: Higher education has become increasingly important in the field of law enforcement in recent years; however, little research has been done to determine the benefits of higher education on the field. This study was designed to address one of the issues of higher education in law enforcement. This study compares police officer perceptions of higher education and its effect upon the law enforcement profession. In particular, this study focused on determining whether or not there were differences in perceptions of the benefits of higher education on careers across different ranks. The Law Enforcement Perception Educational Survey (LEPES) was used to identify and compare data obtained from individuals at various levels of rank within the Phoenix Police Department. The LEPES assessed perceptions of the effectiveness of higher education in promoting career advancement and perceptions of the effectiveness of higher education in improving work performance. The survey was administered to 140 police officers, 35 from each rank: officer/detective, sergeant, lieutenant, executive / commander within the Phoenix Police Department.

Book excerpt: This study is a longitudinal analysis of three consecutive Justice Institute of British Columbia Police Academy cohorts (n=90). Questionnaires were administered during the first and final weeks of the eight-month training process. Respondents indicated their perceptions, expectations, and attitudes toward various aspects of police work, and an overall assessment of the Police Academy training curriculum. Findings from this study reveal that most recruits experience attitudinal change to a slight degree over the course of their training. The majority of officers have positive and realistic expectations regarding their careers and the Academy training program. Future research and policy implications are discussed.

By employing an instrumental case study methodology combining quantitative and qualitative techniques, the researcher was able to demonstrate the early stages of development of traditional police values, over the course of basic police training at the Justice Institute of British Columbia. An abundance of police based literature has shown that traditional police tactics are ineffective in reducing crime and that some aspects of the traditional police culture can contribute to police misconduct. As a result, in the later part of the twentieth century community policing has become the philosophy endorsed by police experts and managers across North America. The philosophy of community policing promotes values that are in many cases diametrically opposed to those of the traditional police philosophy. While the Justice Institute of British Columbia and police training institutions across the continent teach police recruits about the community policing philosophy, this research demonstrates that recruits show a closer alignment with the values implicit in community policing before basic training, than they do after training. The researcher sees this distancing of self from the values associated with community policing not as any indictment of the police academy, but as an expression of the dominant discourse of the police culture through the curriculum of the police academy. Through an exploration of the police value system inferred by behaviours and attitudes demonstrated by police recruits, the researcher argues that community policing is resisted not because it is ineffective but because it is unattractive to police officers. Traditional police attitudes and behaviours are promoted in the police culture because they are more suited to the already masculinized nature of the job and are simply more desirable to most police offic.
