Book excerpt: For close to 100 years, America's surface freight industries, primarily rail and trucking, operated under the protective wing of the U.S. government. In 1980 Congress, finding vast inefficiencies in the two industries, substantially deregulated both, opening them at last to market competition. Deregulation has brought with it many changes—for firms within the industries, for their labor force, and for shippers and their customers. Clifford Winston, Thomas M. Corsi, Curtis M. Grimm, and Carol A Evans provide a comprehensive evaluation of the effect of the deregulation legislation on the rail and trucking industries. According to the authors, deregulation has made substantial progress in solving the two most vexing problems of the surface freight transportation industry—excessive rates in the trucking industry and insufficient returns on investment in the rail industry. Competition and efficiency have returned to both industries, and although the labor force in each has suffered wage and job losses, shippers and their customers have gained roughly $20 billion a year in benefits. The authors recommend policies that would continue to promote competition and the efficient use of highway and railway infrastructure.

The book draws on literature from roughly 250 references, ranging from brief news articles to book-length studies of deregulation in a particular industry, as well as original in-depth interviews with representatives of all three case study industries. This wealth of empirical background information allows the book to go beyond mere speculation about the possible adverse safety consequences of deregulation, to identify situations in which particular adverse safety consequences actually occurred. The experience of the case study industries indicates that economic deregulation need not be incompatible with a reasonable safety record, especially in those aspects of safety that are positively related to productivity. But that safety also cannot be taken for granted after deregulation. Careful management attention is needed in order to avoid the types of safety problems that were associated with deregulation in the case study industries.

Richard Stone traces the radical change in the ICC's view of the rail industry, from the maximum control it exercised for many years through the unilateral deregulation that was begun in 1978. He considers the forces and pressures that contributed to the Commission's actions, including Congress, the president, the railroads, rail shippers, and academicians. The book begins with two chapters that survey the history of the ICC and rail regulation through the mid-1970s. Stone then turns to the events of 1976, when the seeds of deregulation were sown with the election of Jimmy Carter and the passage of the Railroad Revitalization and Regulatory Reform (4R) Act. Subsequent chapters cover the years between the 4R Act and the Staggers Act, which were characterized by the Commission's changing attitude toward rail regulation; the background and provisions of the 1980 Staggers Act and the events that followed it; and the recent events and changes in philosophy that have taken place at the ICC with regard to the rail industry. This study, the first to be published on the ICC since 1976, follows that body's transformation from a powerful independent commission to a much smaller and less influential institution. The work will be a valuable resource for students of public policy, transportation studies, and political science.
