Book excerpt: MAJOR SAVINGS AND REFORMS IN THE PRESIDENT'S 2018 BUDGET This volume describes major savings and reform proposals included in the 2018 President's Budget. It includes both discretionary and mandatory savings proposals that bring Federal spending under control and return the Federal budget to balance within 10 years. These proposals encompass a common sense approach to redefine the proper role of the Federal Government, and curtail programs that fall short on results or provide little return to the American people. In total, this volume highlights 2018 savings of $57.3 billion in discretionary programs, including $26.7 billion in program eliminations and $30.6 billion in reductions. The volume also describes the major mandatory proposals summarized in Table S-6 of the Budget volume. Going forward, the Administration will build on these proposals in order to implement the President's charge to create a leaner, more accountable, less intrusive, and more effective Government.

Book Major Savings and Reforms in President George W Bush s 2009 Budget

This book was released on 2014-09-01 with total page 192 pages. Available in PDF, EPUB and Kindle. Book excerpt: This Book describes and provides funding levels for major discretionary and mandatory savings and reform proposals in the Fiscal Year 2009 Budget. These proposals will result in savings to taxpayers and improved Government services by eliminating or restructuring low-priority programs and programs that are not producing results. The proposals were guided by criteria that considered whether the programs met the Nation's priorities, constituted an appropriate and effective use of taxpayer resources by the Federal Government, and produced the intended results. In total, the Budget proposes to terminate or reduce 151 discretionary programs, reducing 2009 spending by $18 billion. These include 103 terminations saving $7 billion and 48 reductions saving $11 billion. The Budget also proposes mandatory spending reforms that will achieve an additional $16 billion in net savings in 2009, and result in $208 billion in savings through 2013. Mandatory savings proposals highlighted in this volume total $19 billion in 2009 and $233 billion through 2013, and exclude reforms that are cost-neutral or result in cost increases.

Book Guidelines for Public Expenditure Management

Download or read book Guidelines for Public Expenditure Management written by Mr.Jack Diamond and published by International Monetary Fund. This book was released on 1999-07-01 with total page 84 pages. Available in PDF, EPUB and Kindle. Book excerpt: Traditionally, economics training in public finances has focused more on tax than public expenditure issues, and within expenditure, more on policy considerations than the more mundane matters of public expenditure management. For many years, the IMF's Public Expenditure Management Division has answered specific questions raised by fiscal economists on such missions. Based on this experience, these guidelines arose from the need to provide a general overview of the principles and practices observed in three key aspects of public expenditure management: budget preparation, budget execution, and cash planning. For each aspect of public expenditure management, the guidelines identify separately the differing practices in four groups of countries - the francophone systems, the Commonwealth systems, Latin America, and those in the transition economies. Edited by Barry H. Potter and Jack Diamond, this publication is intended for a general fiscal, or a general budget, advisor interested in the macroeconomic dimension of public expenditure management.

Book The Federal Budget

Download or read book The Federal Budget written by Allen Schick and published by Brookings Institution Press. This book was released on 2008-05-31 with total page 362 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal budget impacts American policies both at home and abroad, and recent concern over the exploding budgetary deficit has experts calling our nation's policies "unsustainable" and "system-dooming." As the deficit continues to grow, will America be fully able to fund its priorities, such as an effective military and looking after its aging population? In this third edition of his classic book The Federal Budget, Allen Schick examines how surpluses projected during the final years of the Clinton presidency turned into oversized deficits under George W. Bush. In his detailed analysis of the politics and practices surrounding the federal budget, Schick addresses issues such as the collapse of the congressional budgetary process and the threat posed by the termination of discretionary spending caps. This edition updates and expands his assessment of the long-term budgetary outlook, and it concludes with a look at how the nation's deficit will affect America now and in the future. "A clear explanation of the federal budget... [Allen Schick] has captured the politics of federal budgeting from the original lofty goals to the stark realities of today."—Pete V. Domenici, U.S. Senate
