What seems like a relatively simple goal – to enable families to better balance care-giving and paid employment – has been subject to and shaped by shifting priorities over time leading to a variety of often conflicting policy approaches. This book critiques how working families in the UK have been subject to regulation. It has two aims: · To chart the development of the UK's law and policy framework by focusing on the post-war era and the growth and decline of the welfare state, considering a longer historical trajectory where appropriate. · To suggest an alternative policy approach based on Martha Fineman's vulnerability theory in which the vulnerable subject replaces the liberal subject as the focus of legal intervention. This reorientation enables a more inclusive and cohesive policy approach and has great potential to contribute to the reconciliation of the unresolved conflict between paid work and care-giving.

The book concludes, firstly that the regulators have not succeeded in making more than a limited progress in preventing the tendencies of the industry to abuse the public, and secondly, that the model of regulatory effectiveness which they espouse, based on creating a competitive market of informed decision-makers, is inappropriate given the complexity of the products in question. No systematic appraisal of the development of retail financial services regulation exists, other than those conducted by the regulators themselves.

The twentieth century has achieved what people in other centuries only dreamed of: many can now expect to survive to old age in reasonably good health and can remain active and independent to the end, in contrast to the high death rate, ill health and destitution which affected all ages in the past. Yet this change is generally greeted not with triumph but with alarm. It is assumed that the longer people live, the longer they are ill and dependent, thus burdening a shrinking younger generation with the cost of pensions and health care. It is also widely believed that 'the past' saw few survivors into old age and these could be supported by their families without involving the taxpayer. In this first survey of old age throughout English history, these assumptions are challenged. Vivid pictures are given of the ways in which very large numbers of older people lived often vigorous and independent lives over many centuries. The book argues that old people have always been highly visible in English communities, and concludes that as people live longer due to the benefits of the rise in living standards, far from being 'burdens' they can be valuable contributors to their family and friends.

Robin Blackburn argues that pension funds have been depleted by wasteful promotion and used as gambling chips by ruthless and overpaid top executives. This is the world of 'grey capitalism,' where employees' savings are sequestrated from them and pressed into the service of corporate aggrandisement. Even the best companies find it hard to run a business and a pension fund at the same time-especially when the latter is larger than the former. The fund managers' notorious short-termism and herd instinct, and their failure to curb the greed and irresponsibility of the corporate elite, lead to obscene inequalities and a blighted social landscape. The pension privatisation lobby, Blackburn shows, has lost major battles in France and Germany, the United States and Italy, because of the popular fears it evokes. And the case for privatisation looks intellectually threadbare after withering critiques from such notable theorists as Joseph Stiglitz and Pierre Bourdieu. Banking on Death shows that pensions are political dynamite, and have undone governments from France and Italy to Argentina. Popular outcries led Reagan, Clinton, and Blair to change tack: will this happen to George W. Bush too? Blackburn argues that the ageing society will generate increased costs but, so long as the new life course is properly financed, all age groups will gain. He proposes a public regime of asset-based welfare, drawing on the ideas of John Maynard Keynes and Rudolf Meidner, that could ensure secondary pensions for all and foster a more responsible, egalitarian and humane pattern of economic development.
