Book excerpt: Excerpt from Municipal Administration Much has been written on various aspects and problems of municipal administration, and some brief general outlines have also appeared; but nothing has thus far been published which can claim to be more than a partial or an elementary treatment, as indeed the authors would be the first to admit. This stage of fragmentary writing has been a necessary and an important one is developing the discussion and literary treatment of a new subject of large and growing significance. It would seem, however, that the time has now come for a more comprehensive and more systematic treatise, and it is an attempt in this direction that the writer makes bold to present this work. The title, "Municipal Administration," probably conveys a general idea of the subject to the minds of readers. Yet such is the vagueness and uncertainty with which words are used that it will be worth while to make the conception more exact by some definition of terms. Administration is a general term with the widest range of meaning, applying to the management of any kind of business. In reference to public affairs, administration is the detailed execution of general policies, the application of laws. It is to be contrasted and distinguished from legislation, and is indeed the work of public officials, established and set in operation by legislative measures. Municipal administration is that branch of public administration intrusted to municipal officials. The duties of such officials are almost exclusively of an administrative rather than a legislative character; and for that reason the title given is preferred to the less definite term "municipal government." It is now nearly fifteen years since Professor Robert C. Brooks issued the second edition of his Bibliography of Municipal Affairs and City Conditions - a most useful handbook in its day. In the interval, however, there has been a prodigious output of publications relating to this general field. No one can hope to keep pace with it all. To attempt a complete catalogue would be a waste of time and printer's ink, since much of the material, most of it in fact, has only a transitory or local interest. The aim of the present editor has been to make, from the entire mass, a selection of those materials which seemed to be most likely to prove of service both to the general reader and to the special student of municipal affairs. For this reason the volume includes references of a widely differing character - some quite elementary and others semi-technical. It may appear incongruous to put such things side by side, but each has its own constituency. The field of municipal by side, but each has its own constituency. The field of municipal government has been approached from a broad viewpoint and regarded as including every important phase of local activity whether political, administrative, social or economic. In determining what ought to be included and what left out, certain definite but not inflexible rules have been kept in mind. It may be well to indicate them here, for they embody principles upon which most men interested in bibliographical apparatus would probably agree; they also explain many things in this volume which might otherwise be taken as indications of editorial predilection or caprice, and may thus serve to forestall some fastidious criticism. We find in all cotintries large aggregations of persons in small areas which are variously called cities or urban communities. The mere existence of such aggregations presents peculiar phenomena. We ask the questions: How did these aggregations come about? and, How are they constituted! that is, What are the characteristics of urban populations! These questions are of a sociological nature. When we speak of the city or urban community as a mere aggregation of persons we are therefore using the term in a sociological sense. But the presence of these aggregations causes problems to arise which are not sociological in character. For these aggregations must have a governmental organization. Not only must they have such an organization but their problems being peculiar, owing to the density of their population, that organization must be different from that which is accorded to rural communities. When, therefore, we speak of a city or urban community as a governmental organization we are using the term in a political rather than a sociological sense. We are not ttiiTiTriiig 80 much of the reasons why aggregations of persons exist or of the character of their xopulation as of the position which the city occupies as an organ of government and of the political powers which it exercises. It has been said that the political problems of cities are peeoliar. Concerted attack on municipal corruption had not yet reached its crest, but it was gathering momentum. Equally extensive were the entries under the heading, Housing of the Working Classes and of the Poor in Cities and the section on water supply and sanitation was surprisingly long. On the other hand there were comparatively few entries for public works and home rule; the only item on city plan ning was Planning the Site for a City, a technical study by Lewis M. Haupt in Engineering Magazine for 1895. Three years later Brooks prepared, with the help of Dr. Milo R. Maltbie, A Bibliography of Municipal Problems and City Conditions, complete to 1901. Explaining the need for the work, Brooks wrote since the publication of the first edition of this work in 1897, the literature on cities has grown so rapidly that from three to four times as much space is now required to list it adequately. References to European cities reflected growing interest in comparative studies. The project, Sponsored by the Reform Club, was suspended when the re form movement receded, following on a number of victories for mea sures it had sponsored. In this interim the most intensive studies of municipal affairs shifted to such universities as maintained chairs in municipal government and political science.
