Book excerpt: The social security system of Great Britain has reached a crossroads, following the election of a Labour Government promising a 'New Age' of welfare and seemingly prepared to 'think the unthinkable' on welfare reform, at a time when public expenditure on welfare benefits has reached nearlyL100 billion per annum. In 1985 the Conservative's Green Paper on social security reform announced that the benefits system had 'lost its way'. Attempts were made to curb benefits expenditure and reduce welfare dependency, for example through better 'targeting' of needs, the reinforcement ofpersonal and family responsibility, and tighter administrative controls. The ten years from 1988 to 1998 saw the introduction of many new benefit schemes including income support, family credit, the social fund, disability living allowance, incapacity benefit, and jobseeker's allowance as well asthe increasing influence of European Law. Yet the system 'achieves too little' according to the new Government's Green Paper on welfare reform, which promises ' a new contract between the citizen and the Government, based on responsibilities and rights'. The precise form these responsibilities andrights will take remains unknown, although we already have schemes like the New Deal and proposals for stakeholder pensions. Meanwhile, social security law continues to impact upon the lives of millions of citizens.After ten years of major legislative change, and with the prospect of a new direction, this is a time to take stock and to analyse the social and legal impact of the past decade's legislation, case law, and policy, as well as considering possible reforms. The book's approach is to organise this taskthematically, particularly with regard to the social context to social security, through discrete chapters on, for example, gender and the family, disability, housing, old age, and unemployment. It is also opportune to examine the theoretical framework of state welfare and social security,particularly in the context of social rights. Its arguments about how this success was achieved are both theoretically novel and of great significance for the management of other global problems, particularly global climate change. The book provides an account of the ozone-depletion issues from the first attempts to develop international action in the 1970s to the mature functioning of the present international regime. It examines the parallel developments of politics and negotiations, scientific understanding and controversy, technological progress, and industry strategy that shaped the issue's development and its effective management. In addition, the book offers important new insights into how the interactions among these domains influenced the formation and adaptation of the ozone regime. Addressing the initial formation of the regime, the book argues that authoritative scientific assessments were crucial in constraining policy debates and shaping negotiated agreements. Assessments gave scientific claims an ability to change policy actors' behavior that the claims themselves, however well known and verified, lacked. Concerning subsequent adaptation of the regime, the book identifies a series of feedbacks between the periodic revision of chemical controls and the strategic responses of affected industries, which drove rapid application of new approaches to reduce ozone-depleting chemicals. These feedbacks, promoted by the regime's novel technology assessment process, allowed worldwide use of the chemicals to decline further and faster than even the boldest predictions, by nearly 95 percent within ten years.

Book excerpt: The Committee investigated the provision of healthcare for the armed forces, and examined six key areas. The first was the treatment of personnel seriously wounded on operations, and the procedures for caring for them, from the point of wounding to evacuation to and treatment in the United Kingdom. The second area was the rehabilitation work for those with serious musculo-skeletal or neurological, injuries. The third was the relationship between the Ministry of Defence and the National Health Service in terms of delivering healthcare. The fourth area examined was the care for veterans and service families. The fifth issue was mental healthcare, both for service personnel and for veterans. Finally, the report examines the role of reserve personnel in the Defence Medical Services. Clinical care provided by the Defence Medical Services (DMS), in conjunction with the NHS, for personnel injured on operations is world-class. Rehabilitation work is also found to be exceptional. Services to the armed forces are delivered by the DMS, NHS, charities and welfare organisations, and this helps link the community with service personnel. The Committee would like a wider debate on which services are most appropriately provided by each sector. The Ministry of Defence's decision to base its secondary care around units embedded in NHS Trust is supported, but there is scope for more sharing of best practice between the DMS and the NHS. With veterans, the Committee is not sure adequate procedures are in place to identify veterans and to ensure priority access to services. Mental health is a vital responsibility for DMS, but a robust tracking system for veterans is needed. The reserve forces' contribution to the delivery of military healthcare is praised, but there is a danger of being overstretched.
