Book excerpt: Fragility functions constitute an emerging tool for the probabilistic seismic risk assessment of buildings, infrastructures and lifeline systems. The work presented in this book is a partial product of a European Union funded research project SYNER-G (FP7 Theme 6: Environment) where existing knowledge has been reviewed in order to extract the most appropriate fragility functions for the vulnerability analysis and loss estimation of the majority of structures and civil works exposed to earthquake hazard. Results of other relevant European projects and international initiatives are also incorporated in the book. In several cases new fragility and vulnerability functions have been developed in order to better represent the specific characteristics of European elements at risk. Several European and non-European institutes and Universities collaborated efficiently to capitalize upon existing knowledge. State-of-the-art methods are described, existing fragility curves are reviewed and, where necessary, new ones are proposed for buildings, lifelines, transportation infrastructures as well as for utilities and critical facilities. Taxonomy and typology definitions are synthesized and the treatment of related uncertainties is discussed. A fragility function manager tool and fragility functions in electronic form are provided on extras.springer.com. Audience The book aims to be a standard reference on the fragility functions to be used for the seismic vulnerability and probabilistic risk assessment of the most important elements at risk. It is of particular interest to earthquake engineers, scientists and researchers working in the field of earthquake risk assessment, as well as the insurance industry, civil protection and emergency management agencies.

Book excerpt: This book provides a new translation of all the surviving portions of the description of India written by Megasthenes in about 310 BCE, the fullest account of Indian geography, history and customs available to the classical world. The Indica was a pioneering work of ethnography that exemplified a new direction in Hellenistic writing; India was little-known to the Greeks before the expedition of Alexander the Great in 326–325 BCE, and Megasthenes, who resided as an ambassador in the Maurya capital Pataliputra for some time, provided the classical world with most of what it knew about India. Megasthenes’ book, which became a classic in antiquity, now survives only in fragments preserved in other Greek and Latin authors. Stoneman’s work offers a reliable and accessible version of all the writings that can plausibly be ascribed to Megasthenes. His subject ranges from detailed accounts of social structure and the royal household, to descriptions of elephant hunting and Indian philosophical ideas. His book is the only written source contemporary with the Maurya kingdom of Candragupta, since writing was not in use in India at this date. This translation provides a path to clearer understanding of Greek ethnography and a valuable resource on Indian history. The book will be of value not only to classical scholars with an interest in Hellenistic history and cultural attitudes, and to their students, but also to scholars working on the early history of India, who have had to rely (unless they are also Greek scholars) on scattered and dated collections of evidence.

Reading their artistic corpora side-by-side reveals a shared preoccupation with the body that sheds light not only on its function as a critical political signifier in their works, but also on how the concepts of nation and revolution were conceived, articulated and contested in primarily corporeal terms in the decades following the Mexican Revolution (1910-1917). In this context, the objective of fib Bulletin 39 is to present, discuss and critically compare structural solutions for bridge seismic design and retrofit that have been developed and are now used all over the world, ten years after the publication of the last comprehensive manual on the subject. It is the result of the work of an international team of experts that collaborated intensively for over three years. The first four chapters of the Bulletin present a regional review of design choices, compare and discuss international design practices, and indicate their relative merits and potential problems. Current developments are treated in the next three chapters, with particular emphasis on design for enhanced damage control, for spatial variation of ground motion and for fault crossing. The last part presents a summary of current issues related to existing bridges. Extensive technical developments have been taking place in the last two decades with the goal of making bridges an important transportation infrastructure with limited damage during earthquakes. The Myanmar military regime has denied their citizenship rights, claiming that they are illegal settlers from nearby Bangladesh who have moved into Arakan during the British occupation of Burma in the 19th century. Is there any truth to such allegations? Does the military junta apply the same litmus test against all ethnic and religious groups in matters of citizenship? What is the basis for a nation's claim to self-determination? Must a people wander in the wilderness for two millennia and suffer repeated persecution, humiliation and genocide to qualify? How about the rights of a minority community to survive with their culture and traditions intact? Do they need to be 'children' of a 'higher' God to qualify? What makes the children of a 'lesser' God to be forgotten and denied the same treatment and privilege that was granted hitherto to other nations?For much of its history, Burma has been ruled by military. As has once again been demonstrated recently they are brutal, savage and tyrannical. They have ignored people's verdict in the election and imprisoned leaders and workers of the democracy movement. They cannot be guarantors or protectors of human rights of anyone, let alone religious and ethnic minorities. Do you know that the Rohingyas - face cruel restriction on marriage and those married without government authorization are paraded naked on the streets?- Are restricted from traveling outside their villages?- Have no legal right to own land or property?- Are restricted from getting education, finding work, getting medical and health care? - Are subjected to land confiscation, forced eviction and destruction of homes, offices, schools, mosques, shops, etc., and face religious persecution on a daily basis? - Are victims of staged riots, forced starvation, arbitrary taxation, extortion, arrest, torture and extra-judicial killings?- Are forced to do slave labor for establishment of government infrastructure, new Buddhist settlements, pagodas and monasteries on evicted lands with the government intent of changing the landscape and demography of Arakan?- Are forced to convert to Buddhism &/or worship Buddha? Do you know that when it comes to the Rohingya people, the Burmese government doesn't uphold any of the Articles of the Universal Declaration of Human Rights?Nothing can excuse us from the criminal silence that we practice in not voicing our concern about the plight of the Rohingya people. "The Forgotten Rohingya" makes a strong case for mobilizing concerned citizens of our globe to ease their sufferings. The author analyzes origin of the Rohingya people and offers ideas to solve their problem.
