The book reflects events and developments that took place prior to the summer of 1990, during the period marked by global confrontation between the two major power blocs of those days. That confrontation found one of its strongest expressions in the United Nations, and was largely responsible for the deterioration of the legal-constitutional climate within the UN. With the end of that confrontation, as a result of the collapse of the former Soviet bloc and the disintegration of the Soviet Union itself, a new climate of parliamentary cooperation within the United Nations has come about. Consequently, there would now appear to exist a real prospect - perhaps for the first time since the establishment of the Organization - for a reconsideration of at least some of the practices that developed over the years within the cold war context, and which constitute a departure from the legal-constitutional requirements laid down by the Charter. It is in this spirit this book is offered to the reader's attention.

Book excerpt: According to its members, exiled political leaders from nine east European countries, the ACEN was an umbrella organization—a quasi-East European parliament in exile—composed of formerly prominent statesmen who strove to maintain the case of liberation of Eastern Europe from the Soviet yoke on the agenda of international relations. Founded by the Free Europe Committee, from 1954 to 1971 the ACEN tried to lobby for Eastern European interests on the U.S. political scene, in the United Nations and the Council of Europe. Furthermore, its activities can be traced to Latin America, Asia and the Middle East. However, since it was founded and sponsored by the Free Europe Committee (most commonly recognized as the sponsor of the Radio Free Europe), the ACEN operations were obviously influenced and monitored by the Americans (CIA, Department of State). This book argues that despite the émigré leadership's self-restraint in expressing criticism of the U.S. foreign policy, the ACEN was vulnerable to, and eventually fell victim of, the changes in the American Cold War policies. Notwithstanding the termination of Free Europe’s support, ACEN members reconstituted their operations in 1972 and continued their actions until 1989. Based on a through archival research (twenty different archives in the U.S. and Europe, interviews, published documents, memoirs, press) this book is a first complete story of an organization that is quite often mentioned in publications related to the operations of the Free Europe Committee but hardly ever thoroughly studied.

He summarizes the history of the peninsula from the Vietnamese War of Independence from China in 930-39 through the first French military actions in 1858, when the struggle of the peoples of Indochina with Western powers began. Dommen details the crucial episodes in the colonization of Indochina by the French and the indigenous reaction to it. The struggle for national sovereignty reached an acute state at the end of World War II, when independent governments rapidly assumed power in Vietnam and Cambodia. When the French returned, the struggle became one of open warfare, with Nationalists and Communists gripped in a contest for ascendancy in Vietnam, while the rulers of Cambodia and Laos sought to obtain independence by negotiation. The withdrawal of the French after their defeat at Dien Bien Phu brought the Indochinese face-to-face, whether as friends or as enemies, with the Americans. In spite of an armistice in 1954, the war between Hanoi and Saigon resumed as each enlisted the help of foreign allies, which led to the renewed loss of sovereignty as a result of alliances and an increasingly heavy loss of lives. Meticulous and detailed, Dommen's telling of this complicated story is always judicious. Nevertheless, many people will find his analysis of the Diem coup a disturbing account of American plotting and murder. This is an essential book for anyone who wants to understand Vietnam and the people who fought against the United States and won.
