In. This connec tion it is well to remember G. O. No. This General Order was an innovation in the annals of the Army made by major-general John F. O'ryan, the commander of the Sixth Division, reminding the men of the disastrous results of imbibing vinous beverages to excess on account of the extreme heat. This order applied only to members of the Sixth Division stationed in Mc Allen and Pharr and as good soldiers, who kick at everything, the men complained bitterly of the injustice of the order but as we look back at those days we now realize the wisdom of it. It is not intended to be a comprehensive account of World War II Ranger operations, for such a study would have to include numerous minor actions that are too poorly documented to be studied to advantage. As such, it draws a wide range of lessons useful to combat leaders who may have to conduct such operations or be on guard against them in the future. Once noted as the "organizer of victory" by Winston Churchill for his leadership of the Allied victory in World War II, Marshall served as the United States Army Chief of Staff during the war and as the chief military adviser to President Franklin D. Roosevelt. As Secretary of State, his name was given to the Marshall Plan, for which he was awarded the Nobel Peace Prize in 1953. He drafted this manuscript while he was in Washington, D.C., between 1919 and 1924 as aide-de-camp to General of the Armies John J. Pershing. However, given the growing bitterness of the "memoirs wars" of the period he decided against publication, and the draft sat unused until the 1970s when Marshall's step-daughter and her husband decided to publish it.

Book excerpt: The performance analysis of the 27th Division is illustrative of all divisions which were mobilized in 1940-41 from the National Guard. The focus was on personnel, training, organization, military education of the leadership, and external influences. As was the case with all National Guard divisions, the Congress denied adequate funds to equip or train them to a standard which would enable them to function in war. Once mobilization began the Army systematically disintegrated the National Guard divisions sending its soldiers to service schools and to other newly activated divisions. The Army's theory that all soldiers were but interchangeable parts that could be inserted anywhere disregarded the major potential contribution of the National Guard. This contribution was the cohesion developed through years of close association. The senior leadership of the National Guard was a particular weakness in both tactical and technical matters and leadership. The upshot of the study is that the post-mobilization Army failed to capitalize on the strengths of the National Guard, its cohesion, while permitting its gravest vulnerability, the ineptitude of the senior leadership.
