It tracks solutions to date and considers what further actions might be taken to increase the equity of housing outcomes and thereby support rural economies and alternate rural futures. Examining past, current and future intervention, the book’s authors analyse three major themes; the interwar reliance on landowners to provide tied housing and post-war diversification of responses to rising housing access difficulties (including from the public and third sectors); recent responses that are community-led or rely on flexibilities in the planning system; and actions that disrupt established production processes including self-build, low impact development and a re-emergence of council provision. These responses to the village housing challenge are set against a broader backdrop of structural constraint – rooted in a planning-land-tax-finance nexus – and opportunities, through reform, to reduce that constraint. Village Housing makes the case for planning, land and tax reforms that can broader the social inclusivity and diversity of villages, supporting their economic function and allowing them to play their part in post-carbon rural futures. Book excerpt: This no-holds-barred narrative of the failure of conservation in northern New England's forests envisions a wilder, more equitable, lower-carbon future for forest-dependent communities Jamie Sayen approaches the story of northern New England's undeveloped forests from the viewpoints of the previously unheard: the forest and the nonhuman species it sustains, the First Peoples, and, in more recent times, the disenfranchised human voices of the forest, including those of loggers, mill workers, and citizens who, like Henry David Thoreau, wish to speak a kind word for nature. From 1988 to 2016 paper companies sold their timberlands and closed seventeen paper mills in northern New England. Policy makers ceded veto power to large absentee landowners, who tried to preserve the status quo by demanding additional tax cuts and other subsidies for economic elites. They vetoed measures designed to restore and preserve forest health; at present, about half of the former industrial forests are classified as degraded, and the regional economy continues to be trapped in low-value commodity markets. This book operates as a case study of how a rural resource region can respond to a global economy responsible for climate change, habitat loss and degradation, and environmental injustice. Sayen offers a blueprint for restoring vast wildlands and transitioning to a lower-carbon, high-value-adding, local economy, while protecting the natural rights of humans, nonhumans, and unborn generations.

But these grand plans are the exception, and seldom turn out as envisioned by the utopian planner. Inviting city neighborhoods are more often works of improvisation on a small scale. This type of bottom-up development gives cities both their character and the ability to respond to sudden change. Hank Dittmar, urban planner, friend of artists and creatives, sometime rancher, “high priest of town planning” to the Prince of Wales, believed in letting small things happen. Dittmar concluded that big plans were often the problem. Looking at the global cities of the world, he saw a crisis of success, with gentrification and global capital driving up home prices in some cities, while others decayed for lack of investment. In DIY City, Dittmar explains why individual initiative, small-scale business, and small development matter, using lively stories from his own experience and examples from recent history, such as the revival of Camden Lock in London and the nascent rebirth of Detroit. DIY City, Dittmar’s last original work, captures the lessons he learned throughout the course of his varied career—from transit-oriented development to Lean Urbanism—that can be replicated to create cities where people can flourish. DIY City is a timely response to the challenges many cities face today, with a short supply of affordable housing, continued gentrification, and offshore investment. Dittmar’s answer to this crisis is to make Do-It-Yourself the norm rather than the exception by removing the barriers to small-scale building and local business.
