In fact, it was a year like no other chronicled by the National Council on Teacher Quality's (NCTQ) "State Teacher Policy Yearbook". This fifth annual edition of the Yearbook documents more changes in state teacher policy than NCTQ has seen in any of its previous top-to-bottom reviews of the laws and regulations governing the teaching profession in the 50 states and the District of Columbia. In this report and in the 51 companion state volumes, NCTQ once again presents the most detailed analysis available of each state's performance against and progress toward a set of 36 specific, research-based teacher policy goals aimed at helping states build a comprehensive policy framework in support of teacher effectiveness. The 2011 "State Teacher Policy Yearbook" is a full encyclopedia of teacher policy in the United States, totaling more than 8,000 pages of analysis and recommendations in individualized state reports. States receive an overall grade for their teacher quality policies based on five "sub-grades" in each of five core organizing goal areas: 1) Delivering well-prepared teachers, 2) Expanding the pool of teachers, 3) Identifying effective teachers, 4) Retaining effective teachers and 5) Exiting ineffective teachers. The state grades, along with detailed analyses of state progress goal-by-goal, give readers a clear picture of state efforts to ensure an effective teacher in every classroom through the policies they set for teacher preparation, licensure, evaluation, career advancement, tenure, compensation, pensions and dismissal. Key findings include: (1) New state policies for identifying effective teachers and exiting ineffective ones contributed to the highest "Yearbook" grades NCTQ has given to date. As a companion to last year's comprehensive state-by-state analysis, the 2010 edition provides each state with an individualized "Blueprint for Change," building off last year's "Yearbook" goals and recommendations. State teacher policy addresses a great many areas, including teacher preparation, certification, evaluation and compensation. With so many moving parts, it may be difficult for states to find a starting point on the road to reform. To this end, this paper provides a state-specific roadmap, organized in three main sections. Section 1 identifies policy concerns that need critical attention, the areas of highest priority for state policymakers. Section 2 outlines "low-hanging fruit," policy changes that can be implemented in relatively short order. Section 3 offers a short discussion of some longer-term systemic issues that states need to make sure stay on the radar. In the 2009 "State Teacher Policy Yearbook", Tennessee had the following grades: (1) Delivering Well Prepared Teachers (B-); (2) Expanding the Teaching Pool (C); (3) Identifying Effective Teachers (C); (4) Retaining Effective Teachers (C); and (5) Exiting Ineffective Teachers (F). Tennessee has an overall grade of C- for 2009. In the last year, many states made significant changes to their teacher policies, spurred in many cases by the Race to the Top competition. Based on a review of state legislation, rules and regulations, the National Council on Teacher Quality (NCTQ) has identified the following recent policy changes in Tennessee: (1) The state now requires that all teachers be evaluated annually. Also, 50 percent of the evaluation must be based on student achievement data; (2) The state now allows all tenured teachers who receive a notice of dismissal (not just those in Nashville and Memphis) to have the right to demand a hearing on the charges before an impartial hearing officer selected by the local board; and (3) Tennessee now allows districts to submit their own proposed salary schedules for approval by the commissioner, as opposed to its former requirement that all districts use the state-formulated schedule based on training and experience factors. This Tennessee edition of the National Council on Teacher Quality's (NCTQ's) "State Teacher Policy Yearbook" is the first of what will be an annual look at the status of state policies impacting the teaching profession. It is hoped that this report will help focus attention on areas where state policymakers could make improvements to benefit both students and teachers. This policy evaluation is broken down into six areas that include a total of 27 goals. Broadly, these goals examine the impact of state policy on the preparation, certification, licensure, compensation and effectiveness of teachers across the elementary, secondary and special education spectra. Tennessee's progress toward meeting these goals is summarized. Overall, Tennessee has done a good job in meeting some of NCTQ's goals, but there is significant room for improvement in several areas. Tennessee completely missed seven goals, met a small portion of eight, partially met two, nearly met three and fully met seven--including two best practice designations. Tennessee's best performance is in Area 4, "State Approval of Teacher Preparation Programs." The state has the most work to do in Area 6, "Preparation of Special Education Teachers." Especially notable is the guidance the state gives to teacher preparation programs regarding the maximum amount of professional coursework that teacher candidates should be required to take. This policy earns the state a best practice designation, as does its statewide value-added student assessment model, which measures student-achievement gains over time. The state also has a strong set of standards regarding scientifically based reading instruction. The state, however, needs to institute policies to ensure that that there is an equitable distribution of quality teachers, and it should also do more to ensure that secondary special education candidates receive the coursework training they need. The body of the report provides a more detailed breakdown of the state's strengths and weaknesses in each area. The state completely missed six goals, met a small portion of one, partially met three, nearly met one and fully met four, including two best practice designations. Tennessee's best performances are in its development of a data system that contributes some evidence to assess teacher effectiveness, its requirement of instructional effectiveness in teacher evaluations, its support of differential pay in shortage subject areas and high-needs schools, and performance pay. The state has the most work to do in making tenure decisions meaningful, articulating consequences for teachers with unsatisfactory evaluations, closing loopholes that allow teachers who have not met licensure requirements to continue teaching and strengthening some policies regarding teacher compensation issues. Tennessee's progress toward meeting these goals is summarized. The body of the report provides a more detailed breakdown of the state's strengths and weaknesses in each area.
