Book United States Technology Export Control

Download or read book United States Technology Export Control written by Douglas E. McDaniel and published by Bloomsbury Publishing USA. This book was released on 1993-03-17 with total page 316 pages. Available in PDF, EPUB and Kindle. Book excerpt: This is a broad-ranging study of U.S. strategic export control policy. In particular, this book analyzes and evaluates the effectiveness of export controls in delaying the acquisition of militarily sensitive high technology by the Soviet Union and its allied states. Furthermore, the question of whether or not U.S. economic competitiveness in various high-technology sectors has been unduly undermined by export controls is also evaluated. Numerous official government studies and reports, supplemented by a host of interviews with government officials, businesspeople, and analysts in the United States and Europe are utilized in drawing conclusions and posting policy recommendations. The consequences for export control policy of the revolutionary political upheavals in Eastern Europe and the former U.S.S.R. are also addressed. The study concludes that the strategic/security goal of utilizing controls to hinder and delay the acquisition of militarily significant high technology by the former Soviet Union and its allied states was generally effective. More controversially McDaniel argues that export controls per se have not been a significant determinant of lagging U.S. competitiveness in high technology. However, this conclusion is qualified by the observation that while overall trends in U.S. high-technology exports to important trading partners do not suggest that controls by themselves have unduly hurt U.S. exporters, individual sectors and small firms may be disadvantaged. Finally, the study cautions that U.S. policy must adapt or risk becoming outmoded and increasingly ineffective. This book will be of interest to scholars and students of international relations, international political economy, and international business.

Book Strategic export controls

Download or read book Strategic export controls written by Great Britain: Parliament: House of Commons: Defence Committee and published by The Stationery Office. This book was released on 2007-08-07 with total page 332 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Government published a consultation document "Export Control Act 2002: 2007 review of export control legislation" in June 2007 (further details can be accessed at http://www.berr.gov.uk/consultations/page39910.html). This report contains the Quadripartite Committee's own review of export control legislation, along with its response to the Government's consultation document. The Committee concludes that the Export Control Act 2002 has provided a sound legislative basis for controlling and regulating the UK's strategic exports but with gaps and shortcomings. It also welcomes the Government's review as a constructive process that addresses many of the issues the Committee and other parties have raised over several years, and praises the improvement in the volume and quantity of information that the Government provides. But the review does not mention HM Revenue and Customs, the department that enforces the controls; and it ignores the EU dimension despite a significant part of the export control regime being derived from EU legislation. The Committee makes nearly 100 recommendations and observations on the review and the operation and effectiveness of the UK export control legislation.

Book Strategic Export Controls

Download or read book Strategic Export Controls written by Great Britain. Parliament. House of Commons. Defence Committee and published by . This book was released on 2006 with total page 278 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee on Strategic Export Controls (known as the Quadripartite Committee) is made up of members of the Defence, Foreign Affairs, International Development and Trade and Industry Committees. It began regular scrutiny of the Government's policy on the export control system in 1999, and this report includes a detailed examination of the operation and enforcement of strategic export controls run by the Export Control Organisation and HM Revenue & Customs. It also considers issues raised by particular licences, including whether the policy on licence approvals or refusals is consistent and determined in accordance with the EU Code of Conduct on Arms Exports and the National Export Licensing Criteria. The Committee held five evidence sessions in the course of its inquiry, including evidence from officials from the DTI and FCO, HMRC and the Revenue and Customs Prosecution Office, members of the Export Group on Aerospace and Defence (EGAD) and the UK Working Group on Arms, as well as from Mark Thomas, broadcaster and journalist. Amongst the Committee's 83 conclusions and recommendations, the report raises concerns about the loopholes in regulations relating to internet arms sales and to arms fairs, as well as 'dual-use' equipment (that could have both a civilian and a military purpose). It also calls for greater clarity in the policy on arms sales to Saudi Arabia and Israel, given human rights concerns; and it argues that the arms embargo on China should remain and that the Government should work with the EU and the United States to ensure the embargo remains effective. The report also raises concerns about the reporting and status of strategic export controls to and from the Channel Islands, given that they are not subject to the Export Control Act 2002; and recommends that the Export Control Organisation should remain within the public sector under government control. The report notes that the Government's review of arms control rules scheduled for 2007 provides a timely opportunity to take stock of developments in the UK's export control system since the Scott Inquiry into exports to Iraq in 1996, and in light of the challenge of increased globalisation of the defence industry, and that it will also be a critical year for progress on the International Arms Trade Treaty.

Book Strategic Export Controls

Available in PDF, EPUB and Kindle. Book excerpt: The size and significance of defence exports warrant parliamentary scrutiny. The Government's decision to publish format criteria for the granting of export licences (included in the Report) and the establishment of the EU Code of Conduct on Arms Exports, (comparison of the UK arms export criteria and the EU code of conduct is annexed), provide an additional justification. The size and significance to the UK economy of the defence industries have been sampled and further details sought, especially in relation to Indonesia, China and Hong Kong. Lists of licences granted and refused, together with countries subject to special licensing procedures, and countries criticised in the Amnesty International Report 1999 (including the UK), are also annexed.

This book was released on 2004-05-18 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report by the Quadripartite Committee (the Defence, Foreign Affairs, International Development and Trade & Industry Select Committees) examines the Government's licensing decisions on strategic exports taken during 2002 and 2003. This includes military equipment, such as guns, tanks and missiles, other non-lethal military and police equipment such as anti-riot shields, de-mining devices and chemical weapon detection systems; as well as civilian goods and technology which has a potential military application (dual-use) such as chemical products, cryptographic software and space satellites. Issues discussed include the transparency of Government information provision; monitoring of end-use assurances; the EU Code of Conduct on Arms Exports and EU enlargement; international arrangements for export controls; the complexity of the British export control system compared to other European countries; enforcement and prosecution of export control breaches by HM Customs & Excise. The Committee's report finds that export controls are a crucial part of efforts to limit the proliferation of weapons and military technology, from small arms to biological agents, but in order to be effective these need to be applied internationally. More information should be published about the end use of equipment and technology exported, for example to Indonesia, to ensure adequate scrutiny and accountability in the granting of export licenses.

Available in PDF, EPUB and Kindle. Book excerpt: Protecting U.S. security by controlling technology export has long been a major issue. But the threat of the Soviet sphere is rapidly being superseded by state-sponsored terrorism; nuclear, chemical, biological, and missile proliferation; and other critical security factors. This volume provides a policy outline and specific steps for an urgently needed revamping of U.S. and multilateral export controls. It presents the latest information on these and many other pressing issues: The successes and failures of U.S. export controls, including a look at U.S. laws, regulations, and export licensing; U.S. participation in international agencies; and the role of industry. The effects of export controls on industry. The growing threat of "proliferation" technologies. World events make this volume indispensable to policymakers, government security agencies, technology exporters, and faculty and students of international affairs.
