Serious acts of violence against this ethnic minority occurred during Indonesia s colonial past, and after a period relatively free of such incidents became increasingly frequent during the final years of Suharto s New Order. In this first book-length study of anti-Chinese hostility during the collapse of Suharto s regime, Jemma Purdey presents a close analysis of the main incidents of violence during the transitional period between 1996 and 1999, and the unprecedented process of national reflection that ensued. The mass violence that accompanied the fall of the regime in May 1998 affected not only ethnic Chinese but also indigenous or pribumi Indonesians. The author places anti-Chinese riots within this broader context, considering causes and agency as well as the way violence has been represented. While ethnicity and prejudice are central to the explanation put forward, she concludes that politics, economics and religion offer additional keys to understanding why such outbreaks occurred.

During the authoritarian New Order regime they constituted part of a vast network of sub-contracted coercion and social control on behalf of the state. Indonesia’s subsequent democratisation has seen gangs adapt to and take advantage of the changed political context. New types of populist street based organisations have emerged that combine predatory rent-seeking with claims of representing marginalised social and economic groups. Based on extensive fieldwork in Jakarta this book provides a comprehensive analysis of the changing relationship between gangs, militias and political power and authority in post-New Order Indonesia. It argues that gangs and militias have manufactured various types of legitimacy in consolidating localised territorial monopolies and protection economies. As mediators between the informal politics of the street and the world of formal politics they have become often influential brokers in Indonesia’s decentralised electoral democracy. More than mere criminal extortion, it is argued that the protection racket as a social relation of coercion and domination remains a salient feature of Indonesia’s post-authoritarian political landscape. This ground-breaking study will be of interest to students and scholars of Indonesian and Southeast Asian politics, political violence, gangs and urban politics.

Alan Gilbert speaks to an issue at the heart of current international-relations debate. He contends that, in spite of neo-realists' assumptions, a vocal citizen democracy can and must have a role in global politics. Further, he shows that all the major versions of realism and neo-realism, if properly stated with a view of the national interest as a common good, surprisingly lead to democracy. His most striking example focuses on realist criticisms of the Vietnam War. Democratic internationalism, as Gilbert terms it, is really the linking of citizens' interests across national boundaries to overcome the antidemocratic actions of their own governments. Realist misinterpretations have overlooked Thucydides' theme about how a democracy corrupts itself through imperial expansion as well as Karl Marx's observations about the positive effects of democratic movements in one country on events in others. Gilbert also explodes the democratic peace myth that democratic states do not wage war on one another. He suggests instead policies to accord with the interests of ordinary citizens whose shared bond is a desire for peace. Gilbert shows, through such successes as recent treaties on land mines and policies to slow global warming that citizen movements can have salutary effects. His theory of "deliberative democracy" proposes institutional changes that would give the voice of ordinary citizens a greater influence on the international actions of their own government.
