Book excerpt: Agriculture plays a larger role in the economies of the new Member states of the EU than it does in EU-15. There have thus been fears of the market being flooded by cheap agricultural exports and controversy about the extension of CAP payments. This report, therefore, looks at the impact of enlargement on agriculture both in the new Member states and in the UK. It concludes that structural fragmentation and the lack of capital investment mean that the new Member states are not in a position to undermine EU agricultural markets. However there are concerns about the quality of inspection and food quality. For the UK the Committee think that enlargement is more of a challenge than a threat, especially if the government does more to help promote UK food exports and investments.

Book excerpt: Research shows that high quality childcare and early education has positive influences on child development, and that lack of accessible and affordable childcare can be a barrier to work for parents of young children. The Government has increased spending on early years provision and developed the National Childcare Strategy and a number of other initiatives. Following on from a National Audit Office report on this topic (HCP 268, session 2003-04; ISBN 0102927332) published in February 2004, the Committee's report examines the progress that has been made in increasing the supply of early years provision, improving choice for parents and delivering improvements in care standards. Findings include that, although there has been significant investment and good progress made in increasing the number of childcare places available, there are continuing regional gaps in provision, particularly in London. Early year programmes need to focus on services for deprived children outside recognised disadvantaged areas, and more use should be made of school premises to meet unmet demand.

Many states and international organizations have put in place institutional mechanisms for the express purpose of including Indigenous representatives in international policy-making and decision-making processes, as well as in the negotiation and drafting of international legal instruments. Indigenous peoples' rights have a higher profile in the UN system than ever before. This book argues that the establishment and use of mechanisms and policies to enable a certain level of Indigenous peoples' participation in international governance has become a widespread practice, and perhaps even one that is accepted as law. In theory, the law of self-determination supports this move, and it is arguably emerging as a rule of customary international law. However, ultimately the achievement of the ideal of full and effective participation, in a manner that would fulfil Indigenous peoples' right to self-determination, remains deferred.

Book excerpt: The relationship between the European Union and Russia has been going through a difficult phase with disputes over energy supplies, foreign policy issues, and tension between Russia and individual Member States. The change of presidency in Russia provides an opportunity to take stock and to consider whether this deterioration can and should be reversed. Russian politicians emphasise the importance of the relationship. This report discusses how the relationship might be developed in practice. The report examines Russia as a European country, its recent history, and the current economic situation in Russia. It then considers the institutional framework for Russia-EU relations, including the Partnership and Co-operation Agreement. The Committee believes closer co-operation should be fostered in several areas of common interest: economic, freedom, security and justice, research and education and culture. Energy is an important subject: there are concerns about whether Russia can supply sufficient gas and oil to meet its current and foreseeable domestic demand and international commitments. The security of energy supply to the EU is vital. The Russian view of international security issues is also very different from that of the West, and developments in the near neighbourhood of Russia are a very sensitive geopolitical area. Russian support for Serbia is contrasted with their co-operation on Iran. The two sides work together usefully on the Middle East, terrorism, non-proliferation, and other issues. The EU should continue and strengthen its efforts to reach common ground with the Russians on such international issues, but should also speak out if the Russian government falls short of the standards it has formally accepted in a number of international agreements.

Book excerpt: The draft Audiovisual Media Services (AMS) Directive, published in December 2005, was met with some alarm. It sought to extend the existing 'Television without Frontiers' Directive to new services which were seen to be competing for audience and revenue. In doing so it would have introduced inappropriate regulation on the new media sector. There have now been some changes to the original draft and a tightening of the definition of "television like" services. Although an improvement, the Committee is concerned that there is still not enough legal certainty. They are also worried about the need to defend the 'Country of Origin' approach to single market legislation and reject the idea that regulators should act to preserve the market dominance of existing players from new entrants. They are also unconvinced of the need for any quantitative restriction on advertising.
