This year we are excited to have visitors from all over North America, South American, Europe and Asia to share exciting developments in all areas of Biomedical Engineering. The main objective of this conference is to bring together students, researchers and clinicians in Biomedical Engineering to disseminate technical information in this rapidly growing field, and provide a forum consisting of established as well as new and future researchers in this exciting engineering field. This year’s meeting features more than 140 high quality papers, many by students, for oral presentations and publication in the conference proceedings. The conference owes its success to the dedicated work of the keynote speakers, conference chairs, authors, participants, students, organizers, and the College of Engineering and Computing webmaster. Book excerpt: The 26th Southern Biomedical Engineering Conference was hosted by the Fischell Department of Bioengineering and the A. James Clark School of Engineering from April 30 – May 2 2010.. The conference program consisted of 168 oral presentations and 21 poster presentations with approximately 250 registered participants of which about half were students. The sessions were designed along topical lines with student papers mixed in randomly with more senior investigators. There was a Student Competition resulting in several Best Paper and Honorable Mention awards. There were 32 technical sessions occurring in 6-7 parallel sessions. This Proceedings is a subset of the papers submitted to the conference. It includes 147 papers organized in topical areas. Many thanks go out to the paper reviewers who significantly improved the clarity of the submitted papers.

Book excerpt: Vietnam is a rapidly developing, socially dynamic country, where interest in biomedical engineering activities has grown considerably in recent years. The leadership of the Vietnamese government, and of research and educational institutions, are well aware of the importance of this field for the development of the country and have instituted policies to promote its development. The political, economic and social environment within the country offers unique opportunities for the international community and this conference was intended to provide a vehicle for the sharing of experiences; development of support and collaboration networks for research; and exchange of ideas on how to improve the educational and entrepreneurial environment to better address the urgent needs of Vietnam. In January 2004, under the sponsorship of the U.S. National Science Foundation, a U.S. delegation that consisted of Biomedical Engineering professors from different universities in the United States, visited several universities and research institutions in Vietnam to assess the state of development of this field. This delegation proposed a five year plan that was enthusiastically embraced by the international scientific communities to actively develop collaborations with Vietnam. Within this framework, in July 2005, the First International Conference on the Development of Biomedical Engineering in Vietnam was held in Ho Chi Minh City. From that conference a Consortium of Vietnam-International Universities was created to advise and assist the development of Biomedical Engineering in Vietnamese universities.

What possibilities does a dialogue system have to express emotions itself? And, very importantly, would emotional system behavior be desirable at all? Given the state of ongoing research into incorporating emotions in dialogue systems we found it timely to organize a Tutorial and Research Workshop on A?ectiveDialogueSystems(ADS2004)atKlosterIrseein GermanyduringJune 14–16, 2004. After two successful ISCA Tutorial and Research Workshops on Multimodal Dialogue Systems at the same location in 1999 and 2002, we felt that a workshop focusing on the role of a?ect in dialogue would be a valuable continuation of the workshop series. Due to its interdisciplinary nature, the workshop attracted submissions from researchers with very di?erent backgrounds and from many di?erent research areas, working on, for example, dialogue processing, speech recognition, speech synthesis, embodied conversational agents, computer graphics, animation, user modelling, tutoring systems, cognitive systems, and human-computer inter- tion.
