Book A European Strategy for Jobs and Growth

Download or read book A European Strategy for Jobs and Growth written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2006-03-16 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report by the European Union Committee examines the progress of the European Union in initiating a strategy for jobs and growth across the Community as a whole. The background to this report stems from the Spring European Council meeting in 2000, in Lisbon, and the launch of an economic reform agenda. The Committee observes that since the "Lisbon Agenda", little progress has been made and the performance of many of the larger European economies has been poor. The Committee has noted that certain worrying signs of protectionist behaviour have developed, especially regarding barriers of cross border mergers. The EU has recognized this weak performance and the Agenda was relaunched in 2005, with a greater focus on the key economic priorities of more growth and jobs. Also, all Member States are now required to produce an annual National Action Plan highlighting the policies being pursued to improve economic growth and increase employment. The Committee sets out a number of recommendations to further push forward the priorities of growth and jobs, including: that the Commission should seek to complete the progress towards an internal market; that Member States should influence one another in the development of good practice through statistical comparison of their economic progress, and agree on quantifiable targets; that the format of the National Action Plans should include not only the successes, but where countries are underperforming; that the Agenda be given a higher public profile.

Book excerpt: Government failure is affecting everyone. The single mum worried sick by a tax credit demand from HMRC to 'repay' thousands of pounds she never received; the family whose holiday was ruined because the Passport Office couldn't issue passports in time; the school that couldn't open at the start of term because CRB checks were being carried out by an organisation in meltdown; the farmers led to bankruptcy and even suicide by a Kafkaesque system for administering farm payments; and rail operators facing an uncertain future because the Department for Transport inadvertently landed the whole rail franchising system in chaos. Why is government getting it so wrong? Richard Bacon and Christopher Hope delve into the astonishing world of cock-ups and catastrophes and ponder why those at the top continue to fall short.

Book Parliament and the Legislative Process

Download or read book Parliament and the Legislative Process written by Great Britain: Parliament: House of Lords: Select Committee on the Constitution and published by The Stationery Office. This book was released on 2004 with total page 68 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committees report examines parliamentary scrutiny of legislation, focusing on the process for dealing with primary legislation (i.e. the scrutiny of parliamentary bills). This examination is carried out in the light of the Rippon Commission report on the topic (Making the Law produced by the Hansard Society Commission on the Legislative Process) which was published in 1992. Topics discussed include the mechanisms for pre-legislative and post-legislative scrutiny, the growth of legislation, the dissemination of information and ways of gauging public opinion through consultation. Conclusions drawn by the Committee include concern over the growth in the number and complexity of bills being presented to Parliament without adequate expansion in the capacity to deliver effective scrutiny. The report contains a number of proposals designed to help engender a culture shift away from this unsustainable volume of legislation, towards a culture of justification which encourages government to adopt a more disciplined approach to the introduction of bills based on the objective of effectiveness rather than quantity.

This book was released on 2006-07-19 with total page 74 pages. Available in PDF, EPUB and Kindle. Book excerpt: Home Office Ministers hold regular meetings with ministers of the interior of the other five largest EU States. The last such meeting was in Heiligendamm in March 2006 and covered topics such as their joint response to terrorism, illegal immigration and organised crime. Decisions were reached, which if taken forward, would significantly change current EU thinking and declared Government policy. Yet little information was released about the meeting and the Home Office issued no press notice. This report looks at the outcomes of the meeting and in particular the implications of the proposals for data sharing. The Committee is concerned that the ministers want to press forward with the principle of availability and disregard issues of data protection. They are worried about the erosion of civil rights.

This book was released on 2005-11-16 with total page 268 pages. Available in PDF, EPUB and Kindle. Book excerpt: The European Commission published a Green Paper ("An EU approach to managing economic migration") in January 2005, setting out proposals for a common EU policy for the admission of immigrants for employment and migrant workers' rights. In light of this consultation paper, the Committee's report examines the issue of economic migration to the EU and the level at which it should be regulated, and discusses whether Member States should retain the freedom to decide on issues of economic migration independently of each other. The report is mostly concerned with migration into the EU, but also looks at some aspects of intra-EU movement; it does not consider illegal immigration or asylum issues. Issues discussed include: wider economic issues, the impact of globalisation, EU enlargement, options for control of migrant workers, the UK's position on the Commission's Green Paper, the case for a common EU policy, and the rights of migrant workers.

Book excerpt: Missing Trader Intra-Community Fraud (also known as carousel fraud), where goods are repeatedly exported and imported with the EU, has caused a considerable loss of revenue In 2005/6 it is estimated the UK lost between £3-4.5 billion. This report looks both at some of the measure that have been taken to recoup some of this money and measures to stop fraud occurring. In addition it considers whether the Government's policies have imposed an unreasonable burden upon legitimate businesses within affected sectors. It concludes that not only are existing measures unsustainable, steps need to be taken to ensure innocent traders are not damaged. The government needs to work with Member States to implement a system of taxation of intra-Community transactions that will be less vulnerable to major fraud.

Book The EU s Global Approach to Migration and Mobility

Download or read book The EU s Global Approach to Migration and Mobility written by Great Britain: Parliament: House of Lords: European Union Committee and published by The Stationery Office. This book was released on 2012-12-18 with total page 92 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report considers the Commission's 2011 Communication on the Global Approach to Migration and Mobility and the UK's participation in EU asylum and immigration measures. As countries in Europe face an ageing population and a declining birth rate, legal third country immigration into the EU will be needed to keep the economy on track and retain Europe's competitiveness in a global market. While Member States should retain primary responsibility for their own migration policies, the EU also has a role to play. As the majority of irregular migrants enter the EU with authorisation and then overstay their visas, rather than crossing the EU's external border by boat or land routes illegally, the EU should adopt a more effective approach in preventing irregular migration. The EU also has a role it can play in refugee management and building capacity in the asylum systems of countries of origin and transit. Moreover, migration policy cannot and should not be the sole concern of interior ministries and a more integrated approach with development and foreign affairs ministries - at the national and EU level - would help maximise the EU's development aims. The reduction of trade barriers with non-EU countries and measures to facilitate remittances, mitigate the effects of brain drain and assist diasporas to contribute to their countries of origin would also be beneficial. The Committee also considers the position of international students in the UK: they should not be subjected to the Government's policy objective of reducing net migration.

This book was released on 2007-03-14 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report finds that the funding of the EU is complex and lacks transparency and that there is a need for a simpler system that would reduce the administrative burden. It concludes that a Gross National Income based revenue source is the best way of providing the bulk of the budget's funding. Apart from other considerations, the Committee has seen no evidence that any other new form of taxation would provide the same level of clarity and certainty.

Book Legal Accountability and Britain s Wars 2000 2015

Download or read book Legal Accountability and Britain s Wars 2000 2015 written by Peter Rowe and published by Routledge. This book was released on 2016-04-20 with total page 311 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book discusses the manner in which Britain’s wars, which took place between 2000 and 2015, have interacted with the relevant principles of international law and English law for the purpose, primarily, of considering legal accountability. During a debate in the House of Lords in 2005 a former Chief of the Defence Staff commented that ‘the Armed Forces are under legal siege.’ The book will discuss the major legal issues which have arisen, ranging from the various votes in Parliament to go to war, the constitutional relationship between ministers and senior commanders, the right under international law to use force, the influence of human rights law, the role of the courts in England (including the coroners’ courts), to the legal regime applying to the conduct of UK military operations. It will assess critically whether the armed forces will now have to accept that operations conducted outside the UK are subject to greater legal scrutiny than previously and whether, if this is the case, it is likely to hinder their future military activities. This book will be of great interest to scholars of international law, the law of armed conflict, military studies and international relations, as well as to those with a professional or other interest in the subject matter.
