Book Downsizing the Federal Government

Download or read book Downsizing the Federal Government written by Vernon D Jones and published by Routledge. This book was released on 2016-07-01 with total page 293 pages. Available in PDF, EPUB and Kindle. Book excerpt: The main focus of downsizing has shifted from the private to the public sector. The cutbacks began in the Department of Defense. Now the goal is a federal civilian workforce reduction of 12 percent by the year 2000. This pioneering study looks at the management of workforce reductions in the public sector both in theory and in practice. Three case studies -- of the Defense Logistics Agency, the Bureau of Reclamation, and the Food and Drug Administration -- illustrate the organizational, managerial, and human dimensions of attempting to improve performance with reduced resources. The author draws on extensive interviews with senior executives and middle managers in the three agencies; at the General Accounting Office, the Office of Personnel Management, and the National Performance Review; the Senior Executives Association and the Federal Managers Association; and scholars and researchers. In a larger sense, this work pushes the boundaries of knowledge concerning organizational change and makes a significant contribution to organization theory. It offers important new insights not only for public sector managers but for organization theorists and management specialists whose work on downsizing has been presumed but not shown to be applicable to the public sector.

Book The White House and the Blue House

Download or read book The White House and the Blue House written by Yong Hyo Cho and published by . This book was released on 1997 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: In 14 essays derived from a joint symposium on the new public management held at San Francisco State University in February 1997, the 16 contributors (five of whom teach in South Korea) compare and contrast reinventing public structures and organizations in two countries where the winds of bureaucratic change are strong, and examine reforming administrative procedures, processes, and the regulatory process under President Kim Young-Sam. One message is that despite the popular emphasis on downsizing government, genuine reform is still policy-rooted. Annotation copyrighted by Book News, Inc., Portland, OR

Book Downsizing the Federal Government

Download or read book Downsizing the Federal Government written by Chris Edwards and published by Cato Institute. This book was released on 2005-11-25 with total page 263 pages. Available in PDF, EPUB and Kindle. Book excerpt: The federal government is running huge budget deficits, spending too much, and heading toward a financial crisis. Federal spending soared under President George W. Bush, and the costs of programs for the elderly are set to balloon in coming years. Hurricane Katrina has made the federal budget situation even more desperate. In Downsizing the Federal Government Cato Institute budget expert Chris Edwards provides policymakers with solutions to the growing federal budget mess. Edwards identifies more than 100 federal programs that should be terminated, transferred to the states, or privatized in order to balance the budget and save hundreds of billions of dollars. Edwards proposes a balanced reform package of cuts to entitlements, domestic programs, and excess defense spending. He argues that these cuts would not only eliminate the deficit, but also strengthen the economy, enlarge personal freedom, and leave a positive fiscal legacy for the next generation. Downsizing the Federal Government discusses the systematic causes of wasteful spending, and it overflows with examples of federal programs that are obsolete and mismanaged. The book examines the budget process and shows how policymakers act contrary to the interests of average Americans by favoring special interests.

Book Reinventing the Research University

Download or read book Reinventing the Research University written by Weber L. (ed) and published by . This book was released on 2004 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: The fourth Glion Colloquium, which was held in Glion above Montreux, Switzerland, in June 2003, drew together active university leaders (presidents, rectors, vice-chancellors), along with guests from industry with close ties to academe, to compare perspectives on the future of the research university in America and Europe, as reflected in its title, 'Reinventing the Research University'. Although there was considerable discussion about whether it would be more accurate to use other verbs such as 'reforming', 'renewing' or 'refocusing', there was general agreement that change would characterize the future of the research university, driven by powerful social, economic and technological forces driving change in our world. The papers contained in this book reflect both the consensus and differences in the perspectives of the participants on these issues. In Part I, papers set the stage by considering the forces that are likely to change the nature of the research university. In Part II, the authors discuss the changing nature of education and scholarship. Part III then continues with papers on the changing nature of the interaction between the research university and broader society. In Part IV, the authors discuss the challenges of financing and governing the contemporary research university. In the concluding chapter the editors endeavour to pull together these discussions to develop more specific suggestions concerning the issues and strategies that universities should consider as they approach a period of rapid change. Book Key Issues in Organizational Communication

Download or read book Key Issues in Organizational Communication written by Owen Hargie and published by Routledge. This book was released on 2004-02-24 with total page 319 pages. Available in PDF, EPUB and Kindle. Book excerpt: It is often said that the practice of management is in crisis, and that managers are now finding it harder than ever to develop strategies which withstand the shocks of the marketplace. This illuminating book cuts through these conflicting issues to show how organizational communication plays a vital role in confronting uncertainty. Arguing that many managers fail to adequately consider the communication consequences of the decision making process and its impact on organizational effectiveness, Hargie and Tourish present here numerous organizational communication insights, and show how they reveal a way through these dilemmas. Based on cutting-edge research findings and case studies, this book features contributions from the UK, USA, Canada, New Zealand and Norway, bringing multiple perspectives to this topical subject. The result is a comprehensive guide to organizational communication useful for managers, academics and students.

Book excerpt: Every company has a personality. Does yours help or hinder your results? Does it make you fit for growth? Find out by taking the quiz that’s helped 50,000 people better understand their organizations at OrgDNA.com and to learn more about Organizational DNA. Just as you can understand an individual’s personality, so too can you understand a company’s type—what makes it tick, what’s good and bad about it. Results explains why some organizations bob and weave and roll with the punches to consistently deliver on commitments and produce great results, while others can’t leave their corner of the ring without tripping on their own shoelaces. Gary Neilson and Bruce Pasternack help you identify which of the seven company types you work for—and how to keep what’s good and fix what’s wrong. You’ll feel the shock of recognition (“That’s me, that’s my company”) as you find out whether your organization is: • Passive-Aggressive (“everyone agrees, smiles, and nods, but nothing changes”): entrenched underground resistance makes getting anything done like trying to nail Jell-O to the wall • Fits-and-Starts (“let 1,000 flowers bloom”): filled with smart people pulling in different directions • Outgrown (“the good old days meet a brave new world”): reacts slowly to market developments, since it’s too hard to run new ideas up the flagpole • Overmanaged (“we’re from corporate and we’re here to help”): more reporting than working, as managers check on their subordinates’ work so they can in turn report to their bosses • Just-in-Time (“succeeding, but by the skin of our teeth”): can turn on a dime and create real breakthroughs but also tends to burn out its best and brightest • Military Precision (“flying in formation”): executes brilliant strategies but usually does not deal well with events not in the playbook • Resilient (“as good as it gets”): flexible, forward-looking, and fun; bounces back when it hits a bump in the road and never, ever rests on its laurels For anyone who’s ever said, “Wow, that’s a great idea, but it’ll never happen here” or “Whew, we pulled it off again, but I’m tired of all this sprinting,” Results provides robust, practical ideas for becoming and remaining a resilient business. Also available as an eBook From the Hardcover edition.
