He shows how imperial forestry practices led to changes in traditional resource utilization patterns. The book also examines the political economy of conservation practices. The book argues how the making of forest policy in the postcolonial period was defind by the complexities of the political matrix. Book excerpt: There is a perception that the region of north-east India maintained its ‘splendid isolation’ and remained outside the reach of the Mughals and did not have a pre-colonial past. The present book is an attempt to decenter and demolish the said perceptions and asserts that north-east India had a ‘medieval’ past through linkage with the dominant central power in India – the Mughals. The eastern frontier of this Mughal Empire was constituted by a number of states like Bengal, Koch Bihar, Assam, Manipur, Dimasa, Jaintia, Cachar, Tripura, Khasi confederation, Chittagong, Lushai and the Nagas. Of these, some areas like Bengal were an integral part of the Mughal Empire, while others like Koch Bihar and Assam were in and out of the empire. Tripura, Manipur, Jaintia and Cachar were frequently overrun by the Mughals whenever the State was short of revenue and withdrew soon without incorporating them in the state. Despite not being a formal part of the Mughal Empire, the society, economy, polity and culture of the north-east India, however, had been majorly impacted by the Mughal presence. The brief, but effective advent of the Mughals had supplanted certain political and revenue institutions in various states. It generated trade and commerce, which linked it to the rest of India. A number of wondering Sufi saints, Islamic missionaries, imprisoned Mughal soldiers and officers were settled in various states, which resulted in a substantial Muslim population growth in the region. Besides the population, there are numerous Islamic and syncretic institutions, cultures, and shrines which dot the entire region.

Book excerpt: Reworking Culture: Relatedness, Rites, and Resources in Garo Hills, North-East India provides intimate insights into the lives of Garo hill farmers, and the challenges they face in day-to-day life. Focusing on the ongoing reinterpretation of traditions, or customs, the book reveals the inadequacy of the all too often assumed characterization of upland societies as culturally homogenous, internally cohesive, and unchanging. Based on extensive ethnographic fieldwork, the book focuses on a rural area where land constitutes the most important resource, and where a substantial number of people practise traditional Garo animism. The book explores how people create and continually reinterpret the multiple relationships that connect them as a community, to the spirits, and to the land. These relationships are embedded in normative frameworks that call for compliance, yet leave room for ambiguity and negotiation. Far from being immutable, these need to be constantly expressed, (re-)interpreted, and enacted. The book thus shows how Garo traditions, referred to as niam, are continuously revised and reworked in response to new economic and political opportunities, as well as to changes in the ontological landscape.

It examines how ruling class political ideology determined the agricultural policies from colonial rule. It considers both quantitative and qualitative aspects in all periods: colonial period to pre-green revolution phase, post-green revolution phase (early and late stages) and post-globalisation phase after 1991. India has achieved the ability to maintain food security, through enough food grain buffer stocks to meet the enormous public distribution system. But, with India’s entry into WTO in 1994, euphoria has been created among all types of farmers to adopt commercial crops like cotton cost-intensive inputs. Even food grain crops are grown through use of costly irrigation and chemicalised inputs. But they lacked remunerative prices, and so farmers began to commit suicides, which crossed 3.5 lakh. Government of India attributed this agrarian crisis to the technology fatigue and gave scope for second green revolution (GR-II). GR-I was achieved by public sector enterprise, whereas the GR-II as gene revolution is a result of private sector enterprise/MNCs. There is fear that opening up of the sector may lead to handover of the family farms to big agri-multinationals. GOI’s proposal to double farmers’ income by 2022 is feasible only when the problems, being faced by small, marginal and tenant farmers, are addressed in agricultural marketing, credit and extension services. Now, it is time to go for suitable forms of cooperative/collective agriculture, as 85 percent of total cultivators are the small and marginal farmers.
