Book Unemployment and Labour Force Behaviour of Young People

Download or read book Unemployment and Labour Force Behaviour of Young People written by Frank T. Denton and published by University of Toronto Press. This book was released on 1980-10-01 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: While the unemployment rate for young people has always tended to be well above the average, this tendency has been greatly accentuated in recent years. There is a large turnover in the youth labour force, and the employment of experience of those between the ages of eighteen and twenty-five has been marked by seasonal variations. This study discusses the factors which contribute to the high youth unemployment rate, examines the historical record of labout force participation, and provides some projections into the future.

Book excerpt: For many young individuals (those aged 15-24), the transition from school to work means entering the labour market relatively unskilled, inexperienced, unfamiliar with job search and unaware of the job opportunities open to them. Consequently, many of them face the possibility of unemployment during their initial years as members of the labour force. Despite the relatively high level of public attention given to the issue of unemployment, this attention seldom addresses the various types of unemployment and their underlying causes. This paper attempts to do this with respect to present-day youth unemployment.

Begins with an overview of the federal context for examining youth employment and the reality of youth employment in Canada. Findings and recommendations are grouped under ten key themes: the need for partnerships to solve the challenge of youth unemployment; the need for relevant and timely access to information on the job market and employment programs; public awareness about youth employment issues; private sector employers; youth entrepreneurship; opportunities in the global marketplace; the role of technology in the workplace; federal youth initiatives; student loans; and youth at risk. Available in PDF, EPUB and Kindle. Book excerpt: Youth have always had higher unemployment rates – about twice or more than the average – as they are usually the last to be hired in an expansion and the first to be let go in a recession. In addition, young people engage in extensive job searching in their early years, and this can imply considerable job churning as both youth and employers look for a good match. This highlights the importance of facilitating the school-to-work transition and having early interventions to assist such youth before negative conditions set in. It also highlights the potential importance of determining those young people most “at risk” of long-term unemployment, and of targeting or streaming them into programmes that will yield the largest incremental net benefits given their characteristics. Unemployed youth without previous work experience often are not eligible for unemployment insurance benefits when they first enter the labour market. When they do receive job search assistance, they often face a bewildering array of programmes that are available to assist them, often with little guidance to help them select the programs that best meet their needs. Consequently, ensuring that today’s youth do not become a “lost generation” is an urgent matter. George Bernard Shaw once said that it is too bad that “youth is wasted on the young”, implying that youth do not realize the opportunities they have as youth and only see them as they get older. There is a danger, however, that many of today’s youth may be never have those opportunities and hence not even see them with hindsight. This book and others in the ADAPT Labour Studies Book-Series are intended to deal with these challenges, to make sure that youth is not wasted on the young.
