With a continued decrease in the number of people hired each year, this problem gains a special importance for young people. In 2004, within the European Union, more than 18,6 % people under the age of 25 were without a job. This is why during the election campaigns in 2005, in Germany, according to the electors the party’s labour market policy was the most important subject for their decision. One reason for the long-lasting violent demonstrations in French suburbs last autumn was the inequitable chances for young people from these areas to get a job. Especially for young people, a hesitant and hard beginning in their professional life means a lack in their CV, which can become a big obstacle for later jobs and for their whole career. Furthermore, the first job is often seen as a way of finding identification. A bad start and several rejections can influence the motivation to work and the working performance of young people.

Book excerpt: Part one of this book on education and youth employment gives extensive data and information on the behavior and attitudes of youth in Sweden, explanations for rising unemployment in that country, the government's policies to combat youth unemployment, and a description of the Swedish educational system. The emergence of the permissive society in Sweden has brought growing participation in intellectual, physical, vocational, and citizenship activities as well as a rise of negative and destructive phenomena. At the same time, youth unemployment has risen as employment in the manufacturing industries and the private sectors of the economy has declined. Measures instituted to ameliorate the unemployment problem include granting government subsidies to employers who hire and train young workers, increasing and facilitating access to education, and increasing the capacity of the employment service to handle placement and counseling. Part two of the book comprises a brief discussion of youth unemployment in Denmark, including a profile of the typical unemployed youth, a description of some experimental Danish schools, and suggestions for the future. Book excerpt: The large influx of migrants to Nordic countries in recent years is challenging the adoptability of Nordic labor market institutions while also adding to potential growth. This paper examines the trends, economic drivers, and labor market implications of migration to Nordic countries with a particular focus on economic migration as distinct from the recent large flows of asylum seekers. Our analysis finds that migration inflows to the Nordics are influenced by both cyclical and structural factors. Although migration helpfully dampens overheating pressures during periods of strong demand, and over the longer term will cushion the decline in labor supply from population aging, in the near-term unemployment can rise, especially among the young and lower-skilled. The analysis highlights the need to adapt Nordic labor market institutions in a manner that better facilitates the integration of migrants into employment. In particular, greater wage flexibility at the firm level and continued strong active labor market measures will help improve labor market outcomes among immigrants.

The report identifies processes and mechanisms enabling or preventing the labour market prospects of the two youth groups. The report focuses on policy measures aiming at tackling demand-side barriers to employment for the two youth groups. While available data have not made it possible to determine robust evidence of an effect (positive or negative) of the social regulation policies for the employment of vulnerable youth groups in statistical terms, the report identifies processes and mechanisms through which social regulation policies make a difference.
