Book excerpt: Seventy years have passed since the end of the Asia-Pacific War, yet Japan remains embroiled in controversy with its neighbors over the war’s commemoration. Among the many points of contention between Japan, China, and South Korea are interpretations of the Tokyo War Crimes Trial, apologies and compensation for foreign victims of Japanese aggression, prime ministerial visits to the Yasukuni Shrine, and the war’s portrayal in textbooks. Collectively, these controversies have come to be called the “history problem.” But why has the problem become so intractable? Can it ever be resolved, and if so, how? To answer these questions author Hiro Saito mobilizes the sociology of collective memory and social movements, political theories of apology and reconciliation, psychological research on intergroup conflict, and philosophical reflections on memory and history. The history problem, he argues, is essentially a relational phenomenon caused when nations publicly showcase self-serving versions of the past at key ceremonies and events: Japan, South Korea, and China all focus on what happened to their own citizens with little regard for foreign others. Saito goes on to explore the emergence of a cosmopolitan form of commemoration taking humanity, rather than nationality, as its primary frame of reference, an approach increasingly used by a transnational network of advocacy NGOs, victims of Japan’s past wrongdoings, historians, and educators. When cosmopolitan commemoration is practiced as a collective endeavor by both perpetrators and victims, Saito argues, a resolution of the history problem—and eventual reconciliation—will finally become possible. The History Problem examines a vast corpus of historical material in both English and Japanese, offering provocative findings that challenge orthodox explanations. Written in clear and accessible prose, this uniquely interdisciplinary book will appeal to sociologists, political scientists, and historians researching collective memory, nationalism and cosmopolitanism, and international relations—and to anyone interested in the commemoration of historical wrongs. Book excerpt: During the first half of the twentieth century, Zen Buddhist leaders contributed actively to Japanese imperialism, giving rise to what has been termed "Imperial-Way Zen" (Kodo Zen). Its foremost critic was priest, professor, and activist Ichikawa Hakugen (1902–1986), who spent the decades following Japan’s surrender almost single-handedly chronicling Zen’s support of Japan’s imperialist regime and pressing the issue of Buddhist war responsibility. Ichikawa focused his critique on the Zen approach to religious liberation, the political ramifications of Buddhist metaphysical constructs, the traditional collaboration between Buddhism and governments in East Asia, the philosophical system of Nishida Kitaro (1876–1945), and the vestiges of State Shinto in postwar Japan. Despite the importance of Ichikawa’s writings, this volume is the first by any scholar to outline his critique. In addition to detailing the actions and ideology of Imperial-Way Zen and Ichikawa’s ripostes to them, Christopher Ives offers his own reflections on Buddhist ethics in light of the phenomenon. He devotes chapters to outlining Buddhist nationalism from the 1868 Meiji Restoration to 1945 and summarizing Ichikawa’s arguments about the causes of Imperial-Way Zen. After assessing Brian Victoria’s claim that Imperial-Way Zen was caused by the traditional connection between Zen and the samurai, Ives presents his own argument that Imperial-Way Zen can best be understood as a modern instance of Buddhism’s traditional role as protector of the realm. Turning to postwar Japan, Ives examines the extent to which Zen leaders have reflected on their wartime political stances and started to construct a critical Zen social ethic. Finally, he considers the resources Zen might offer its contemporary leaders as they pursue what they themselves have identified as a pressing task: ensuring that henceforth Zen will avoid becoming embroiled in international adventurism and instead dedicate itself to the promotion of peace and human rights. Lucid and balanced in its methodology and well grounded in textual analysis, Imperial-Way Zen will attract scholars, students, and others interested in Buddhism, ethics, Zen practice, and the cooptation of religion in the service of violence and imperialism.

The Japanese government legalized abortion in 1948 but did not approve the pill until 1999. In this carefully researched study, Tiana Norgren argues that these contradictory policies flowed from very different historical circumstances and interest group configurations. Doctors and family planners used a small window of opportunity during the Occupation to legalize abortion, and afterwards, doctors and women battled religious groups to uphold the law. In tracing this Indian Buddhist Oedipal tale, Jonathan Silk follows it through texts in all of the major canonical languages of Buddhism, Sanskrit, Pali, Tibetan, Chinese, and Japanese, along the way noting parallels and contrasts with classical and medieval European stories such as the legend of the Oedipal Judas. Simultaneously, he investigates the psychological and anthropological understandings of the tale of mother-son incest in light of contemporary psychological and anthropological understandings of incest, with special attention to the question of why we consider it among the worst of crimes. In seeking to understand how the story worked in Indian texts and for Indian audiences—as well as how it might work for modern readers—this book has both horizontal and vertical dimensions, probing the place of the Oedipal in Indian culture, Buddhist and non-Buddhist, and simultaneously framing the Indian Oedipal within broader human concerns, thereby contributing to the study of the history of Buddhism, the transmission of narratives in the ancient world, and the fundamental nature of one aspect of human sexuality. Starting from a brief reference in a polemical treatise, Riven by Lust demonstrates that its authors borrowed and intentionally adapted a preexisting story of an Oedipal antihero. This recasting allowed them to calumniate their opponents in the strongest possible terms through the rhetoric of murder and incest. Silk draws on a wide variety of sources to demonstrate the range of thinking about incest in Indian Buddhist culture, thereby uncovering the strategies and working methods of the ancient polemicists. He argues that Indian Buddhists and Hindus, while occupying the same world for the most part, thought differently about fundamental issues such as incest, and hints at the consequent necessity of a reappraisal of our notions of the shape of the ancient cultural sphere they shared. Provocative and innovative, Riven by Lust is a paradigmatic analysis of a major theme of world mythology and a signal contribution to the study of the history of incest and comparative sexualities.
