Book Beyond Bureaucracy

Download or read book Beyond Bureaucracy written by Alois A. Paulin and published by Springer. This book was released on 2017-04-22 with total page 373 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the role of bureaucracy in modern technologically advanced societies, the traditional models of governance, and the potential of information technology to fundamentally change and improve governance. In the area of public-domain governance, information and communication technologies (ICTs) have empowered public agencies to improve their activities and to strengthen the efficiency of their operations. Technology has enabled optimized transfer of knowledge and information between government agencies, more efficient supervision and control of relationships with citizens, and higher efficiency in law enforcement through better access to information. Throughout the last decades, technology has been used to strengthen the role of state bureaucracies and the relationship between the civil service and the citizens. We have witnessed the transformative powers of ICTs in private-sector enterprises in well-structured technological landscapes, which has produced new ecosystems comprised of software developers, providers, and consumers who provide and consume new products and services in ecosystems that are based on clear technological standards and shared modular generic artefacts, which allow for distributed peer production. ICTs will shape cultural and civic discourse and create products, services and tools, relying on the open toolsets, technologies and exchange of knowledge between peers. This book will be of particular interest to government CIOs, IT/IS managers, researchers, students, and practitioners in technical sciences, public administration, business management, public policy and IS management.

This book was released on 2012-08-23 with total page 557 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume of Advances in Intelligent and Soft Computing contains accepted papers presented at CISIS 2012 and ICEUTE 2012, both conferences held in the beautiful and historic city of Ostrava (Czech Republic), in September 2012. CISIS aims to offer a meeting opportunity for academic and industry-related researchers belonging to the various, vast communities of Computational Intelligence, Information Security, and Data Mining. The need for intelligent, flexible behaviour by large, complex systems, especially in mission-critical domains, is intended to be the catalyst and the aggregation stimulus for the overall event. After a through peer-review process, the CISIS 2012 International Program Committee selected 30 papers which are published in these conference proceedings achieving an acceptance rate of 40%. In the case of ICEUTE 2012, the International Program Committee selected 4 papers which are published in these conference proceedings. The selection of papers was extremely rigorous in order to maintain the high quality of the conference and we would like to thank the members of the Program Committees for their hard work in the reviewing process. This is a crucial process to the creation of a high standard conference and the CISIS and ICEUTE conferences would not exist without their help.

Book Electronic Publishing for Physics and Astronomy

Download or read book Electronic Publishing for Physics and Astronomy written by Andre Heck and published by Springer Science & Business Media. This book was released on 2012-12-06 with total page 255 pages. Available in PDF, EPUB and Kindle. Book excerpt: The ship has left the Miraflores Locks, let loose from the 'mules' run by the crews of the Panama Canal Commission. She has picked up speed while passing under the Bridge of the Americas which links de facto the Northern and Southern parts of the continent, and has headed resolutely towards the Pacific Ocean waters along the rows of boats of all kinds waiting to cross the Canal in the other direction. Through a layer of tropical clouds, the setting Sun is bleakly illuminating the tall white highrises of Panama City on the port side. It took a full day to cautiously move through the whole system of locks and cuts. Back in the stateroom, I open again a working copy of this book and type down this foreword on the pocket computer. The last chapter was received the day before while speeding through the Caribbean Sea and my main work as Editor is now over. It has been a real pleasure and a great honour to be given the oppor tunity of compiling this book and interacting with the various contributors through the latest technologies while being sometimes in geographically very different places. The quality of the authors, the scope of experiences they cover, the messages they convey make of this book a unique and timely publication. The reader will certainly enjoy as much as I did going through such a variety of well-inspired chapters from so many different horizons.
