Countering some alarmist voices in the West, neither migration nor Muslim culture are to be blamed for the contemporary crisis, but the very nature of unequal capitalist accumulation and dependency that is at the core of the world capitalist system. For one, the analysis is based on current thinking on Kondratiev waves of world political development inherent in recent work by IIASA and the NATO Institute for Advanced Studies. Analyses are also presented on the framework of the debate on cross-national determinants of human well-being in the world system. While the author is cautiously optimistic about a socio-liberal, non-interventionist policy alternative, he has come to the conclusion that present patterns of global governance, modeled around the neo-liberal Washington Consensus and American hyperpower, are doomed for failure. A new, socio-liberal global consensus on global migration, global order and global governance could emerge instead.

Does empirical evidence support the use of industrial policy for correcting market failures that plague the process of industrialization? To address these questions, the authors provide a critical survey of the analytical literature on industrial policy. They also review some recent industry successes and argue that only a limited role was played by public interventions. Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.

The authors draw come optimistic, socio-liberal conclusions about Islam in the world system while we show, at the same time, that membership in the EU-15, by comparative standards, has dire long-term consequences in the world economy, and globalisation does not fulfill many of its promises.
