Book excerpt: In Nepal, as in many developing countries, male outmigration from rural areas is significant and is rapidly transforming the sending communities. Using primary data collected from households in rural Nepali communities, this study analyzes the effects of male out-migration from rural agricultural areas on women’s and men’s work on and off the farm. Using an instrumental variable approach to correct for endogeneity related to outmigration, the study finds differential impacts on agricultural labor for the men and women who remain. Men reduce labor in non-farm work without significantly increasing their labor allocation to other activities. Women, on the other hand, increase their work on the farm taking on new responsibilities and moving from contributing family workers to primary farmers. Despite their growing roles as primary farmers, women in households with a migrant do not increase their work in higher value activities, and remain predominantly concentrated in producing staple grai

Book excerpt: During the period of Nepal's ninth five-year plan (19972002), agricultural growth in the predominantly rural society was disappointing. The recent peace process, however, gives the country new opportunities to develop its economy with less interference due to internal conflict. This research monograph investigates how Nepal might seize these opportunities by increasing agricultural growth and poverty reduction through improvements in roads, irrigation, and rural extension. The authors evaluate the impact of public investments in these areas by using two types of data and methodology: a hedonic approach that relates access to public infrastructure and services to land value and a panel of household-level data on consumption, poverty, and income. The hedonic methodology suggests a positive relationship between investments in irrigation and extension and household welfare, although the panel data approach suggests otherwise. This result reinforces the importance of methodology in evaluating rural investments. Rural roads yielded more clear-cut findings, however: both approaches agree that investment there has a positive relationship with household welfare, as measured in land values, consumption growth, poverty reduction, or agricultural income growth. The authors recommend increased public investments in rural roads, irrigation, and extension, as well as further research into precisely how infrastructure and services affect rural households' welfare and how their effectiveness can be improved. This monograph will be useful to policymakers, researchers, and others concerned with Nepal's future development.

Much work in this area of macro practice, particularly around "grassroots" community organizing, has a somewhat dated feel to it, is highly ideological in orientation, or suffers from superficiality, particularly in the area of theory and practical application. Set against the context of an often narrowly constructed "clinical" emphasis on practice education, coupled with social work's own current rendering of "scientific management," community practice often takes second or third billing in many professional curricula despite its deep roots in the overall field of social welfare. Drawing on extensive case study data from three significant community-building initiatives, program data from numerous other community capacity-building efforts, key informant interviews, and an excellent literature review, Chaskin and his colleagues draw implications for crafting community change strategies as well as for creating and sustaining the organizational infrastructure necessary to support them. The authors bring to bear the perspectives of a variety of professional disciplines including sociology, urban planning, psychology, and social work. Building Community Capacity takes a collaborative, interdisciplinary approach to a subject of wide and current concern: the role of neighborhood and community structures in the delivery of human services or, as the authors put it, "a place where programs and problems can be fitted together." Social work scholars and students of community practice seeking new conceptual frameworks and insights from research to inform novel community interventions will find much of value in Building Community Capacity.

The concept of The Remittance Village emphasises rural people’s transnational mobilities as a key feature of contemporary dynamics in many parts of the Global South, which are reconfiguring rural social, economic and ecological textures. Sunam challenges complacent linear narratives that assume new opportunities such as transnational migration, and remittances provide better pathways for the rural poor to come out of poverty, as well as narratives that understate the importance of land and farming for the rural poor. He demonstrates both that new opportunities are inaccessible for many poor people and that accessing these opportunities often engenders increased precarity and vulnerability. In The Remittance Village, he finds that even those accessing new opportunities are successful only when their household member(s) are simultaneously engaged in in-situ (non-)agricultural activities. This book is a valuable resource for scholars and students from a range of interdisciplinary backgrounds, including human geography, anthropology of development, and sociology. It is also recommended reading for policy makers, international development agencies and I/NGOs working on rural development in the Global South. Book excerpt: Nepal is a country in South Asia that is host to diverse systemic and infrastructural problems that contribute directly to limited educational access for youth in rural communities. A lack of critical analysis or research in these areas has made this problem difficult to combat (Bhusal, n.pag), and contributes to the misappropriation of educational resources that are meant to ensure that, 1) programs are available and, 2) that they are meeting the necessary requirements for students to succeed in advanced educational environments (i.e. universities). The motivation for this research stems from a five-year ongoing partnership with a school director in the regions of Bageshwori and Narayanpur, Nepal and is a basis for the creation of increased educational access both in his community and those in surrounding locales. The following details of the project demonstrate a full outline for the background, methods, timelines and qualifications of the Open World Cause (see section 6.1), of which I am a constituent member. The data gathered during our research process will include student test results related to rural access to bilingual education, interviews and further quantitative analysis related to the potential success of an expanded rural educational model. All research will be conducted in these communities directly during a travel period occurring from late May to early July. Each traveling member will have specific responsibilities, with my own time being designated towards data collection (test results from approximately eight schools across Nepal) and the collection of videographic/photographic documentation meant to benefit the progress of our initiative as a whole.
