The research was conducted under the Office Communications Systems (OCS) program that was established by the Canadian federal government in 1980. This $12 millions project was a joint initiative of the Minister of Communications, the President of the Treasury Board, and the Minister of Regional and Industrial Expansion. The primary goal of the project was to provide an opportunity for Canadian computer companies to design, test and have the effects of their products evaluated within designated field-trial sites. To fulfill this mandate, developmental hardware and software products were introduced into five different federal government departments"--Executive summary.

The United States has too many low-quality, low-wage jobs. Every country has its share, but those in the United States are especially poorly paid and often without benefits. Meanwhile, overall productivity increases steadily and new technology has transformed large parts of the economy, enhancing the skills and paychecks of higher paid knowledge workers. What’s wrong with this picture? Why have so many workers benefited so little from decades of growth? The Work of the Future shows that technology is neither the problem nor the solution. We can build better jobs if we create institutions that leverage technological innovation and also support workers though long cycles of technological transformation. Building on findings from the multiyear MIT Task Force on the Work of the Future, the book argues that we must foster institutional innovations that complement technological change. Skills programs that emphasize work-based and hybrid learning (in person and online), for example, empower workers to become and remain productive in a continuously evolving workplace. Industries fueled by new technology that augments workers can supply good jobs, and federal investment in R&D can help make these industries worker-friendly. We must act to ensure that the labor market of the future offers benefits, opportunity, and a measure of economic security to all.

Book excerpt: This article examines the consequences of implementing an automation technology (i.e., Robotic Process Automation; RPA) for work characteristics and employee well-being. Based on the job demands-resources framework we examined to what extent the utilization of RPA was related to job resources (i.e., autonomy and task variety) and a job demand (i.e., information processing), and to what extent these work characteristics were related to work engagement and exhaustion. Data were collected among 420 employees working for a Dutch ministry where RPA was recently introduced. Structural equation modeling revealed that RPA use was negatively related to both autonomy and task variety, which formed a threat to employee work engagement. Contrary to our expectations, RPA use was unrelated to information processing and subsequent exhaustion. These findings put emphasis on the importance of designing new technologies with sufficient job resources to create and maintain a healthy and motivated workforce during and after implementing workplace automation.

Book excerpt: While the computer revolution has created hundreds of thousands of new jobs, it has threatened as many other jobs with obsolescence and has often caused the displacement of workers by computer-based machines. Here, Nobel Prize-winning economist Wassily Leontief and Faye Duchin use the input-output approach, a method that has been widely applied in examining structural economic change, to analyze the complex issues surrounding the impact of computer-driven automation on employment. Following a general discussion of the impact of automation on employment, they focus on four specific sectors within the economy--manufacturing, office work, education, and health care. The input-output approach makes it possible to draw conclusions regarding both overall employment and the prospects for individual occupations. Taking account of the increased need for workers in the production of computer-based equipment, the authors conclude that by the year 2000 automation will not cause dramatic unemployment if the economy is able to achieve a smooth transition from the old to new technologies.

After a brief look at the context of office automation from the perspective of history, the first chapter highlights some expectations about the technologies and their development over the next 15 years. It also introduces a framework that guides the assessment, summarizes the findings, and identifies policy issues for the next decade. Chapters 2 through 6 discuss the possible effects of office automation in more detail. They deal with potential effects on employment levels; the kind of training and education needed for office work; changes in work content, jobs, occupations, and organizations; the quality of work life, the office environment and labor management relations; and the security and confidentiality of information. Chapters 7 and 8 consider two alternatives to conventional offices, made feasible by office automation: home-based work and performance of data-entry operations in countries with lower paid workers. Chapter 9 and 10 look at office automation in the public sector, while Chapter 11 deals with office automation and small businesses. The final chapter considers the implications of office automation for two groups: working women and minorities. Appendix A describes office automation technology as it is now and as it is likely to develop between 1985 and 2000, while Appendix B summarizes case studies of the automation of several offices. In the past, technological advancements dramatically increased wages, but during the last three decades, the median wage has remained stagnant. Many of today's machines have taken over the work of humans, destroying old jobs while increasing profits for business owners and raising the possibility of ever-widening economic inequality. Author James Bessen argues that avoiding this fate will require unique policies to develop the knowledge and skills necessary to implement the rapidly evolving technologies. At present this technical knowledge is mostly unstandardized and difficult to acquire, learned through job experience rather than in classrooms. Nor do current labor markets generally provide strong incentives for learning on the job. Basing his analysis on intensive research into economic history as well as today's labor markets, the author explores why the benefits of technology take years, sometimes decades, to emerge. Although the right policies can hasten this process, policy has moved in the wrong direction in recent decades, protecting politically influential interests to the detriment of emerging technologies and broadly shared prosperity.

Book excerpt: Using panel survey data from Australia, we divide long hours workers (persons reporting usually working 50 or more hours per week) into groups of 'volunteers', who prefer long hours, and 'conscripts', who do not. We study both the static and dynamic prevalence of the phenomenon. Norms surrounding ideal workers and consumerism play major roles in explaining conscript status, with bargaining power less important. The self-employed often appear as volunteers or conscripts, while gender, rather than motherhood, is a strong predictor of shorter work hours. Both the demand and supply sides of the labour market play a role in explaining the prevalence of long hours conscripts.

The utilization of computers for data processing, accounting, inventory, and other "bread and butter" applications is now well entrenched in our society and culture. The process of designing such systems tends to focus on the needs of the company and the constraints of the equipment, leading to efficient systems with little tolerance for the variety of people who must use or interface with them. Within the office automation area, these methods do not work nearly as well. The frequency and amount of human interaction in the office environment, and the wide variety of situations and reactions there in, demands a different design methodology.
