When is natural attenuation the appropriate approach to a clean-up? This book presents the consensus of a diverse committee, informed by the views of researchers, regulators, and community activists. The committee reviews the likely effectiveness of natural attenuation with different classes of contaminants-and describes how to evaluate the "footprints" of natural attenuation at a site to determine whether natural processes will provide adequate clean-up. Included are recommendations for regulatory change. The committee emphasizes the importance of the public's belief and attitudes toward remediation and provides guidance on involving community stakeholders throughout the clean-up process. The book explores how contamination occurs, explaining concepts and terms, and includes case studies from the Hanford nuclear site, military bases, as well as other sites. The authors canvassed government and industry personnel to learn about current techniques for estimating SE/PM costs, and they collected historical data from several aircraft and weapons programs to investigate trends in SE/PM costs over time and to generate methods that cost analysts can use early in the life cycle of a program when little cost information is available. The authors also investigated the effects on SE/PM costs from acquisition reform, including the reduction in the number of military specifications and standards, the use of integrated product and process teams, and the trend toward "evolutionary acquisition." This product is part of the RAND Corporation monograph series. RAND monographs present major research findings that address the challenges facing the public and private sectors. The research involved traveling to Wright-Patterson and Holloman Air Force Bases to gather project information on comparable projects completed by both methods. There were a total of 46 projects collected from both bases. A methodology was developed to compare the projects completed. Projects were divided into categories containing similar types of construction. Data from the project was then used to calculate a unit cost for the project. Project comparability was demonstrated by showing the projects constructed by each method completed a similar type and scope of work. This consisted of showing commonality in key work elements contained in projects completed by both methods. Time and cost growth were also compared for DBB versus SABER. Statistical test of the means for each method demonstrated that SABER was cheaper but not at a statistically significant level. SABER construction also performed better in cost and time growth for most instances. The research showed that SABER had statistically significant lower time growth that DBB at Wright- Patterson AFB.

For each factor three different methods were used in constructing the scale: (1) each scale division was defined and illustrated; (2) neither scale division definitions nor examples were used; and (3) definitions were used but the examples were omitted. Ratings by samples of aviation cadets were analyzed for effects of method on mean ratings. For three of the four factors, the mean ratings obtained were not different as a function of the method of scale construction. Methods 1 and 3 were about equally reliable, both yielding more reliable means than method 2. Method 3 is suggested as being the most effective because the task of the rater is somewhat simpler than for method 1 and the reliability is higher than for method 2.
