Book Wales and Whitehall

Download or read book Wales and Whitehall written by Great Britain: Parliament: House of Commons: Welsh Affairs Committee and published by The Stationery Office. This book was released on 2010-03-26 with total page 246 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effective operation of devolution stands the best chance of success if both the UK and Welsh governments share knowledge and understanding, concludes the Welsh Affairs Committee in this report. The Committee makes a number of recommendations to improve the relationship between Wales and Whitehall. A broad review of how intergovernmental relationships are coordinated is required. The Joint Ministerial Committee should meet on a regular basis and ministers at all levels should be alert to the consequences of policy and legislation on devolved areas. The Cabinet Office should take lead responsibility for devolution strategy in Whitehall. Whitehall has lost a focus on the devolution settlement and too often has displayed poor knowledge and understanding of the specificities of the Welsh settlement. The Civil Service needs more consistent training and clear department-by-department focus on retaining devolution knowledge and understanding. The Welsh Assembly Government should have the confidence to interact with Whitehall and to promote areas of good practice. The Cabinet Secretary and the Permanent Secretary to the Welsh Assembly Government should give evidence annually to the Welsh Affairs Committee. Finally, reform of the Barnett Formula is required. The current financial settlement does not appear sustainable and a new arrangement needs to be built on an agreed and enduring basis which is demonstrably fair and sensitive to the particular circumstances of Wales.

Book House of Commons Welsh Affairs Committee The Work Programme in Wales HC 264

Download or read book House of Commons Welsh Affairs Committee The Work Programme in Wales HC 264 written by Great Britain: Parliament: House of Commons: Welsh Affairs Committee and published by The Stationery Office. This book was released on 2013-11-04 with total page 110 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Work Programme is the latest government-contracted employment programme, which aims to support long-term jobseekers into work and off unemployment benefits. Launched in June 2011, the Work Programme replaced a number of previous welfare-to-work programmes and consolidates employment support for a very wide range of jobseekers into a single mainstream programme. Providers, who are predominantly commercial companies, provide support to participants, and receive payments for finding participants sustained employment. In Wales one in nine people who joined the Work Programme in its first two years found sustained employment (defined as 13 or 26 weeks). This is the lowest rate in Great Britain, though not much lower than the average. The Committee's conclusions include: Working Links Wales and Rehab Jobfit-the two providers operating in Wales-must ensure that both they and their subcontractors have specific measures in place to support lone parents; and that Work Programme participants in Wales-unlike those in England-cannot access European Social Fund training and skills courses which is hampering the performance of the Work Programme in Wales and ultimately the opportunities available to the long-term unemployed. Similarly, DWP must enable participants to exit the Work Programme if required in order to access Jobs Growth Wales. The key issue here seems to be that there is a lack of flexibility in and between the various programmes set up to get people into work, and that this lack of flexibility appears to be more marked in Wales

Book Wellbeing and Devolution

Download or read book Wellbeing and Devolution written by Jennifer Wallace and published by Springer. This book was released on 2018-12-05 with total page 169 pages. Available in PDF, EPUB and Kindle. Book excerpt: It has been over twenty years since the people of Scotland, Wales and Northern Ireland voted for devolution. Over that time, the devolved legislatures have established themselves and matured their approach to governance. At different times and for different reasons, each has put wellbeing at the heart of their approach – codifying their values and goals within wellbeing frameworks. This open access book explores, for the first time, why each set their goal as improving wellbeing and how they balance the core elements of societal wellbeing (economic, social and environmental outcomes). Do the frameworks represent a genuine attempt to think differently about how devolved government can plan and organise public services? And if so, what early indications are there of the impact is this having on people’s lives?

Book Community Care Practice and the Law

Download or read book Community Care Practice and the Law written by Michael Mandelstam and published by Jessica Kingsley Publishers. This book was released on 2005 with total page 562 pages. Available in PDF, EPUB and Kindle. Book excerpt: This third edition of Community Care Practice and the Law has been substantially rewritten and restructured to reflect the rapid legal and policy changes affecting the community care field. It provides comprehensive and jargon-free explanations of both community care legislation and other areas of the law directly relevant to practitioners. Topics covered include: • assessment and eligibility criteria (`fair access to care') and waiting times • placing people in care homes • non-residential, domiciliary and home care services • carers' assessments and services • home adaptations and disabled facilities grants * direct payments * continuing health care and health services generally, including community equipment services * joint working between local authorities and the NHS * single assessment process, intermediate care * decision making capacity and incapacity * information sharing * adult protection * human rights and disability discrimination * health and safety at work legislation including manual handling people subject to immigration control, including asylum seekers care standards. Numerous examples of legal cases and ombudsman investigations clearly illustrate the practical impact of legislation on community care. A separate chapter provides an at-a-glance view of the whole range of legislation underpinning the everyday work of practitioners. The author also identifies the underlying mechanisms, tensions and problems affecting community care law and practice. Primarily covering England in detail, much of the legal case law covered and the legal principles involved are of general relevance across the United Kingdom, and where material is not directly applicable to Wales, Scotland and Northern Ireland, short summaries offer general pointers for the position in these three countries. This book is an essential guide for practitioners and managers in both the statutory and voluntary sectors, policy makers in local and central government, advocates, lawyers and social work students.

Book Family Law Gender and the State

Download or read book Family Law Gender and the State written by Alison Diduck and published by Bloomsbury Publishing. This book was released on 2012-02-07 with total page 700 pages. Available in PDF, EPUB and Kindle. Book excerpt: The third edition of this work on family law, comprising text, cases and materials, provides not only an explication of legal principle but also explores, primarily from a feminist perspective, some of the assumptions about, and constructions of, gender, sexual orientation, class and culture that underlie the law. It examines the ideology of the family and, in particular, the role of the law in contributing to and reproducing that ideology. Structured around the themes of equality, welfare, and family privacy, the book aims to offer the benefits of a textbook while also giving students a wide-ranging set of materials for classroom discussion. As well as providing a firm grounding in family law, the text sets the law in its social and historical context and encourages a critical approach by students to the subject. It provides an ideal introduction to family law for undergraduates, but will be equally helpful for postgraduate students of family law for whom it provides a challenging selection of materials set within a theoretical framework rich in ideas and arguments. Review of the second edition: 'Diduck and Kaganas examine legal developments to shed light on society, principally by investigating the ways in which family law constructs and regulates family life and responsibilities. Theirs is an important and ambitious book that aims ultimately at a feminist restatement of family law. .... [T]he [book] is written and referenced in such depth that it is a useful resource for legal as well as social science researchers at all levels, whether looking for theoretical inspiration or drawing up a literature review. The range of diverse sources that Diduck and Kaganas draw on is impressive: they seem to have included every bit of material that helps feminists make sense of family law. There is a well-pitched selection of further reading of such material at the end of each chapter. What's more, they undersell themselves by describing their book as "Text, Cases and Materials", because they have woven by far the largest proportion of the cases and materials into the text.' Helen Reece, Times Higher Education, May 2007. Reviews of first edition: 'A stimulating work which attempts to situate family law in its social, historical and political context. Its appeal should not be confined to family law students, as its commitment to a critical and analytical approach offers insights and ideas with broader significance.' Mary Childs, Child and Family Law Quarterly, September 2002 'The arguments are provocative, the analysis is stimulating and the materials amassed strongly support the authors' aim to question the "axiomatic status of what is traditionally designated as the family".' Fiona E Raitt, Infant and Child Development, September 2002 'It is not often that one can say of a textbook in Law that it "makes interesting reading" with quite the enthusiasm that can be expressed for this text. This new publication offers something that few textbooks seem to offer - a book you CAN open up virtually anywhere and find an interesting piece on almost any aspect of the broad family law spectrum.' Penny Booth, The Law Teacher, September 2002 'All the major themes in feminist and constructionist perspectives in family law are presented together with a wealth of readings and extensive references. As a teaching manual, it is excellent - a coherent feminist perspective across the entire range of family law' Marty Slaughter, Feminist Legal Studies, July 2003

Book excerpt: This content-rich and inspirational book offers complementary theoretical and practical perspectives from detailed research and analysis of decent work, inclusion and sustainability issues in Brazil, Canada, Iceland, Ireland, Italy, Portugal, Singapore, the United Kingdom, the United States and West Africa. In today’s turbulent world marked by risk and uncertainty, the values of decent work, inclusion and sustainability are no longer a simple choice, but vital guiding principles that enable individuals, organisations, and governments to reimagine work as a source of dignity and purpose, even in the face of adversity. With a new chapter, conclusion, and a revised introduction, this book will be beneficial to students, researchers, teachers, policymakers, guidance and counselling practitioners who have an interest in decent work, inclusion and sustainability, human psychology, social science, behavioural science, youth work, public employment services, mental health and well-being, counselling, education, and community development. Book The Constitutional Legitimacy of Law Officers in the United Kingdom

Download or read book The Constitutional Legitimacy of Law Officers in the United Kingdom written by Conor McCormick and published by Bloomsbury Publishing. This book was released on 2022-07-14 with total page 273 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a detailed account of each law officer's functions and draws on that account as the basis for a conceptual analysis of their constitutional legitimacy. In recent years, the constitutional legitimacy of law officers has been questioned repeatedly because of recurring controversies surrounding the discharge of their varied functions. Indeed, it has become increasingly clear that those functions enable law officers to play a highly influential part in the regulation and exercise of public power throughout the United Kingdom. McCormick argues that the most persuasive framework for analysing the offices which make up this diverse regime involves concentrating on the constitutional values of independence, accountability and trust which underpin it. Both aspects of the book – namely the explanation of individual functions and the conceptual analysis of collective legitimacy – are written in a holistic way which encompasses critical analyses about the Attorney General and Solicitor General for England and Wales; the Counsel General for Wales; the Lord Advocate, Solicitor General and Advocate General for Scotland, as well as the Attorney General and Advocate General for Northern Ireland.
