One reason for this is that wood-using markets are active in the hill region. Owners can sell small and low-quality timber as well as high-quality sawlogs. Pasturing of wood lands is not important to these owners. And because of the low value of the land, the owners do not feel so much pressure to obtain an immediate return. Hence, there is a good opportunity to carry out a successful forestry program in this area where few alternative land-use opportunities exist. Moreover, forest acreage in the hill area is likely to increase because farmland is being abandoned and allowed to revert to trees. Many owners in the hill area who indicate that they are holding the land to grow timber, are just letting the stands grow without benefit of any silvicultural treatment. It is generally conceded that better management of these stands could at least double growth and increase quality. Ownership of the forest land by individuals, corporations, or cooperative organizations who will practice forestry should be encouraged. To do this, forestry programs need to be strengthened 'in the hill area. Too many owners are unaware ofthe programs and services available to them. Much of this land is held by owners who are willing to sell if they could retain mineral rights and home sites. Draper, commissioner of education of the State of New York, established the fact that current school systems still confine themselves too exclusively to preparation for professional life; that, even where they have consented to consider the claims of commerce and of certain technical pursuits, the aim lies toward preparation for positions of management and control; and that neither in the elementary schools nor elsewhere do the trades and the industrial life of the people receive adequate attention. It is gratifying to note that this inadequacy is more and more keenly felt and that efforts to supplement it are becoming more and more pronounced among public-spirited citizens, among employers and workers, parents and educational leaders. We meet these efforts in the form of private and public trade schools, apprentice schools, continuation schools, industrial schools, and in a variety of provisions for so-called vocational guidance; most hopefully, however, in distinct propositions and experiments looking to a reorganization of the public school with a view of meeting this need without loss, but rather with gain, to other vocational interests and to general liberal culture. Among these experiments, the Elementary Industrial School of Cleveland challenges more than passing interest, not so much because of vastness of plan or results, but because of the direct bearing of its work upon certain fundamental shortcomings and traditional onesidednesses of current systems. Book excerpt: Excerpt from West Virginia Geological Survey, Vol. 5: Forestry and Wood Industries In calling attention to the condition of West Virginia forests and to the necessity for a more economical use of them, we bring before the farmers, the manufacturers, the lumbermen, before business men, professional men, capitalists, laborers, and men of every trade and calling, a question in which they are all alike interested. In no state are the forests greater timber producers, and in no state do they occupy a more important position than in West Virginia. The non-agricultural lands lie on our mountains at the heads of the streams. The removal of forests from these lands would affect not only the citizens of this state but all who are influenced in any way by the flow of the Ohio river. The approximate figures given below will serve to show the situation briefly. There once existed within the present limits of West Vir ginia an almost unbroken forest covering more than 15% million acres and containing 150 billion feet of timber. During the time which has elapsed, from the clearing of the first acre by civilized men to the present, the virgin forest area-has been reduced to one-tenth its original size or to 1% million acres. In addition to this area there are extensive cut-over forests aggregating about 3 million acres; and 5 million acres of far mers' woodlots. The present forests, then, cover 60 per cent of the state and contain not less than 25 billion feet of standing timber. There are 83 mammoth band saw mills and about 900 portable saw mills operating within the state. These have a combined annual capacity of approximately 1% billion feet. Should all of them continue to operate as at present they would cut the timber of the state in a little over 16 years.
