Book excerpt: Excerpt from Women's Wages It is not necessary to prove that women's wages are, as a rule, much under those of men. In the textile trades of Great Britain, which constitute the largest department of women's work, the average of women's wages is probably - in Scotland it is certainly - about ten shillings per week. This labour is not by any means unskilled, as anyone who has ever seen a spinning or weaving factory knows. Twenty shillings per week, however, is a low average for a man possessing any degree of skill whatever. In a paper read before the British Association at Cardiff, Mr. Sidney Webb gave some valuable statistics on the subject. Women workers he divides into four classes - manual labourers, routine mental workers, artistic workers, and intellectual workers. The two latter classes may be dismissed in a word. Sex has little to do in determining the wages of their work. A novelist, a poet, a writer of any sort, is under no disadvantage that she is a woman, while in many departments of artistic work women have an obvious advantage. But in the third class, that of routine mental workers, Mr. Webb finds that women's earnings are invariably less than men's. The investigation upon which these glimpses are based was undertaken primarily that officers and workers of the Young Women's Christian Associations might know more about the young women whom they would serve. But it was also hoped that others who had made no special study of industrial life might become acquainted with some of its varied phases, and thus develop interest in local situations, at least. The needs of the associations, however, became the dominant factor in determining the sections of country to be studied. The entire time might have been spent in following one great industry to its various centers, but such a course would not have satisfied the needs of the organization responsible for the investigation.' The desire was rather to learn a good deal about many women in various trades with a view to stimulating efforts in their behalf. The industries 2selected in each place were the half dozen or more employing the greatest number of women. Notice the words, "a person." Here is no differentiation between male persons and female persons. Yet the City of New York pays a "male" person for certain "professional services" $900, while paying a "female" person only $600 for the same "professional services." Stranger still, it pays for certain experience of a "male" person $105, while paying a "female" person only $40 for the identical experience. These are but samples of the "glaring inequalities" in the teachers' salary schedules. Why is the male in the teaching profession differentiated from the male in every other calling, when his salary is concerned? Why does the city differentiate the woman it hires to teach its children from the woman it hires to take stenographic notes, use a typewriter, follow up truants, inspect a tenement, or issue a license? Why are not the appointees from the eligible lists established by the Department of Education, entitled to the same privileges and rights as appointees from Civil Service lists from other City and State Departments? Some ask, "Shall the single woman, in teaching, be given the married woman's wage?" I do not know what they mean, but I say, "Why not the single woman in teaching just as much as the single woman in washing, in farming, in dressmaking, in nursing, in telephoning?" Again, some ask, is there such a thing as "equal work" by two people? Technically, no. No two people do exactly the same work in the same way.
