In polygynous households (in which a man is married to several women), the factors that may aggravate or mitigate the impacts of such adverse events are still poorly understood. In particular, little is known about the complex mechanisms through which women’s empowerment may affect the allocation of household resources in the presence of more than one female decision-maker. Where polygyny is associated with discriminatory social norms, co-wives may have limited bargaining power, which may translate into poorer outcomes for their children. While competition between co-wives may generate inefficiencies in the allocation of household resources, cooperation in the domains of agricultural production or domestic labor may lead to economies of scale and facilitate informal risk sharing. The rank of each co-wife may also have a strong influence on the welfare of her own children, relative to other children. Using the Feed the Future Ghana Population Survey data, I investigate the relationship between polygyny and children’s nutrition, and how it may be mediated through women’s bargaining power. Using the age of each co-wife as a proxy for rank, I also study how the senior-wife status of a mother may influence her children’s nutrition outcomes.

Book excerpt: There is a growing interest in the research literature in exploring how child nutrition is affected by sociocultural practices, such as polygyny. However, evaluation of the effect of polygyny on child nutrition has been hindered by the complexity of the relationship. This paper investigates the effect of polygyny on anthropometric outcomes while recognizing that unobservable household characteristics may simultaneously influence both the decision to form a polygynous union and the ability of the household to adequately nourish children. Polygyny can affect children’s nutrition through increased family size, early marriage, and the level of household investment in child health. In this paper, we apply an instrumental variable approach based on the occurrence of same sex siblings in a woman’s first two births to generate exogenous variation in polygyny. Using data from the 2008 and 2013 Nigeria Demographic and Health Surveys, we find a detrimental effect of polygyny on child undernutrition, with a greater effect in poorer households and those resident in more urban locations.

Book excerpt: This poster is about empowering expectant women and new mothers in rural areas of northern Ghana by providing them with timely, targeted and action-oriented health information. Through the Technology for Maternal and Child Health (T4MCH) project more than 8,000 women have received weekly voice messages in their local language addressing maternal and child health (MCH) issues and partner/family support. The messages were developed in collaboration with Ghana Health Service (GHS), based on the needs of women in project location. More than 94,000 messages were delivered in the period between July 2017 and September 2018, with each woman receiving an average of 13 messages. The messaging service is combined with training and support for GHS workers in the use of ICT tools, to improve services and knowledge sharing with women and men at health facilities and in communities. To assess effectiveness and empowerment among women who received messages, T4MCH project officers (three women and one man, with support from GHS and other project staff) conducted 300 interviews involving 31 health facilities in September 2018. Women interviewed almost universally found that the information was very useful (100%), led to changes in their activities and belief systems (99%), and that they would recommend the service to others (96%). 74% of the women interviewed also felt that the messages had encouraged their partners and families to support them throughout their pregnancy u2013 assisting in household chores, providing nutritious food for the family and providing financial assistance. The empowering influence of the messages was clearly evident in the specific comments made during interviews, for example, u201cI live alone with my husband in a new communityu2026 the weekly messages I receive serve as my source of information on best ways to care for myself and I have delivered my baby without complicationsu201d. The project has thus empowered more than 8000 women and their partners to make healthy decisions for themselves and their families. Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

Book excerpt: Unlike most Asian and Latin American countries, sub-Saharan Africa has seen both an increase in population growth rates and a weakening of traditional patterns of child-spacing since the 1960s. It is tempting to conclude that sub-Saharan countries have simply not reached adequate levels of income, education, and urbanization for a fertility decline to occur. This book argues, however, that such a socioeconomic threshold hypothesis will not provide an adequate basis for comparison. These authors take the view that any reproductive regime is also anchored to a broader pattern of social organization, including the prevailing modes of production, rules of exchange, patterns of religious systems, kinship structure, division of labor, and gender roles. They link the characteristic features of the African reproductive regime with regard to nuptiality, polygyny, breastfeeding, postpartum abstinence, sterility, and child-fostering to other specifically African characteristics of social organization and culture. Substantial attention is paid to the heterogeneity that prevails among sub-Saharan societies and considerable use is made, therefore, of interethnic comparisons. As a result the book goes considerably beyond mere demographic description and builds bridges between demography and anthropology or sociology. Part of the agenda in recent years to tackle poverty in Africa has been the launching of social safety nets programs. All countries have now deployed safety net interventions as part of their core development programs. The number of programs has skyrocketed since the mid-2000s though many programs remain limited in size. This shift in social policy reflects the progressive evolution in the understanding of the role that social safety nets can play in the fight against poverty and vulnerability, and more generally in the human capital and growth agenda. Evidence on their impacts on equity, resilience, and opportunity is growing, and makes a foundational case for investments in safety nets as a major component of national development plans. For this potential to be realized, however, safety net programs need to be significantly scaled-up. Such scaling up will involve a series of technical considerations to identify the parameters, tools, and processes that can deliver maximum benefits to the poor and vulnerable. However, in addition to technical considerations, and at least as importantly, this report argues that a series of decisive shifts need to occur in three other critical spheres: political, institutional, and fiscal. First, the political processes that shape the extent and nature of social policy need to be recognized, by stimulating political appetite for safety nets, choosing politically smart parameters, and harnessing the political impacts of safety nets to promote their sustainability. Second, the anchoring of safety net programs in institutional arrangements †“ related to the overarching policy framework for safety nets, the functions of policy and coordination, as well as program management and implementation †“ is particularly important as programs expand and are increasingly implemented through national channels. And third, in most countries, the level and predictability of resources devoted to the sector needs to increase for safety nets to reach the desired scale, through increased efficiency, increased volumes and new sources of financing, and greater ability to effectively respond to shocks. This report highlights the implications which political, institutional, and fiscal aspects have for the choice and design of programs. Fundamentally, it argues that these considerations are critical to ensure the successful scaling-up of social safety nets in Africa, and that ignoring them could lead to technically-sound, but practically impossible, choices and designs.

The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Taken together, these combined approaches enable women and men to reflect on gendered divisions of labor and resources related to food, and to reshape these divisions in ways which benefit families and communities.
