Book excerpt: Migration not only contributes to development through financial remittances, but also through flows of knowledge and through the diffusion of social, cultural and political norms and values. In fact, these more intangible contributions are more appreciated during economic and financial crises, as financial remittances become unstable or decrease in those circumstances. This paper, therefore, addresses the effect of migration on women's empowerment in Turkey. The number of women in parliament in Turkey is chosen as a gauge of women's empowerment and is explained by the emigration rate, the relative education of women to men, and a measure of democracy. Utilization of data over six decades from 1960 until 2011 gives the possibility that these series can be spuriously correlated. Therefore, the paper addresses the issue of spurious correlation in an analytical way. Spurious correlation is the risk of linking the share of women in parliament, for example, to the emigration rate when in fact there is no association. This study adopts the bounds testing procedure as a method to determine and to avoid spurious correlation. The results of bounds testing gives clear-cut evidence that women's empowerment, the share of women in parliament in the present context, is related to the emigration rate, the relative education of women and to a measure of democracy. The bounds-testing procedure is replicated for emigration flows by destination country groups such as European and other core OECD countries, Arab countries, and Russia and CIS (Commonwealth Independent States) countries. Again, it is found that the share of women in parliament is related to the country groups with the largest effect in European and core OECD countries. The results are robust for the inclusion of asylum seekers and refugees in the emigration data. These results have important policy implications for sending as well as for destination countries, implications which are discussed in the paper.

Book excerpt: This Study analyzes the conditions, problems and potential of rural women's empowerment through a sample of rural women's organizations (two women's cooperative, seven rural development cooperative and one village women association) with a socialist feminist perspective. In this study, it is stated that the agricultural sector policies and rural development policy were constructed in relation with the conditions of underdevelopment in Turkey. It is notable that these policies are formulated without taking precautions for the survival of small sized farming households in rural areas. Despite these general influences of underdevelopment to Turkish Agricultural Sector and patriarchal ideology, these women's organizations could be successful to some extent empowering their members with the recognized dimensions of empowerment such as; psychological, economical, social, organizational and political. With this study, it could be said that while economic empowerment and psychological empowerment are the base of all dimensions of empowerment, social empowerment and organizational empowerment are the most dynamic processes of empowerment and political empowerment is the hardest to achieve.

The report provides background information on the situation of women in Turkey, including legal and health issues, and examines government strategies to incorporate women into national policies and programs. The main focus of the report is on increasing and raising the quality of women's participation in the labor force. To this end, the report gives particular attention to enhancing women's labor skills and income earning potential through education, technical training, and credit; and to opening their access to higher paying jobs in industry and agriculture. Turkey can benefit significantly in terms of increased productivity, enhanced family welfare, and reduced population growth by focusing more on the development potential of its women. The report advances three general propositions: (1) investments in women will promote economic development. Because of the critical role women play in their family's health and nutrition, and in the education of children, the benefits from investment in women's development tend to be spread more widely throughout society and across generations; (2) women contribute far more to the economy and to the family than is reflected in official statistics. Recognizing this will help policymakers in making informed decisions on resource allocation; and (3) easing the cultural and traditional constraints on women's productivity would lead to increased productivity and incomes. The book is based on participant observation and interviews to foreground the stories of the those involved in production, including local rural workers, Kurdish seasonal migrant workers, women factory workers and factory managers, as well as the landowning families. This provides a detailed picture of the transformation of rural Turkey and the inequalities of gender, class, ethnicity and age. A detailed ethnographic account, the book in unique in providing an intersectional and feminist analysis on processes of capitalization.

Book excerpt: This activity, which is part of the World Bank's European Commission (EC) - funded multisectoral engagement in the Turkish Cypriot community (TCc), aims to support the efforts to promote women's economic engagement, in particular by identifying constraints and required support for female self-employment and entrepreneurship in the TCc. Equality between men and women is a fundamental principle of the European Union and supporting women's economic empowerment in the TCc is therefore directly linked to advancing the European Union's (EU's) gender acquis. The TCc has made strides in narrowing gender gaps in education; even reversing them for younger generations, including in tertiary education. The female labor market in the TCc is characterized by low participation and low employment rates. Investing in women's economic engagement is a priority for the TCc's economic recovery and boost its resilience to shocks. Women-led enterprises (WLE) are relatively small and focus on low value added production, mainly concentrated in the service sector, and are made up of family-run micro and small enterprises.
