It is based on a more detailed study of women's involvement in key sectors of the Indian economy, the returns they are getting, and the critical constraints they face in increasing their access to, and productivity in, these sectors. Three fundamental observations emerge. First, women are vital productive workers in India's national economy. Second, the poorer the family, the greater its dependence on women's economic productivity. The third observation is that, as a society, India invests far less in women workers than in its working men. India's women also have less access than do men to health services and nutrition. These gender based asymmetrics are contributing factors in India's high child mortality rates and persistently high birth rates.

Book excerpt: Recognition of the potentially deleterious implications of inequality in opportunity originating in a skewed asset distribution has spawned considerable interest in land reforms. However, little attention has been devoted to the fact that, in the longer-term, the measures used to implement land reforms, especially rental restrictions, could negatively affect productivity. Use of state level data on rental restrictions, together with a nationally representative survey from India suggests that, contrary to original intentions, rental restrictions negatively affect productivity and equity by reducing scope for efficiency-enhancing rental transactions that benefit poor producers. Simulations suggest that, by doubling the number of producers with access to land through rental, from about 15 million currently, liberalization of rental markets could have far-reaching impacts.

Book excerpt: Based on a broad literature review, this publication discusses rural women’s time poverty in agriculture, elaborates on its possible causes and implications and provides insight into the various types of constraints that affect the adoption of solutions for reducing work burden. This paper raises questions about the adequacy of women’s access to technologies, services and infrastructure and about the control women have over their time, given their major contributions to agriculture. It also look s into the available labour-saving technologies, practices and services that can support women to better address the demands derived from the domestic and productive spheres and improve their well-being. The reader is presented with an overview of successfully-tested technologies, services and resource management practices in the context of water, energy, information and communication. The findings elaborated in this paper feed a set of recommendations provided for policy makers and development partners. A gender-transformative approach at community and household level is suggested as a way forward to promote women’s increased control over the allocation of their time.

International experience has proved that support for a stronger role for women in society contributes to economic growth through improved child survival rates, better family health, and reduced fertility rates. Nevertheless, women still face many barriers in contributing to and benefiting from development. These include low investment in female education and health and restricted access to services and assets. This study highlights five areas that could help change this inequitable situation: education, health, wage labor, agriculture and natural resource management, and financial services. A gender and development strategy is suggested that would take into account the relative roles and responsibilities of women and men, implying that the actions and attitudes of men must change. The ideas presented in this paper are an example of the World Bank's commitment to mainstreaming gender concerns into its operations. Although significant steps have already been taken in this direction, there remains a long road ahead. The reasons for this could be demographic pressures and the division and fragmentation of farmland, which is causing landlessness and a higher rate of migration to the cities. Migration has not been limited to the cities within Bangladesh, but also extended to other global cities. Currently Bangladesh is one of the main origin countries for migrant workers in the world. This book dwells upon gendered lives and livelihoods, exploring the dynamics of this transformation from a subsistence economy into a capitalist one, with an eye on those areas that have been under-researched thus far. The focus on multiple dimensions of the everyday lives of women explored here has revealed the different facets of social transformation and helped us to better understand these processes of change. The essays in this anthology are microcosmic studies deliberately chosen to demonstrate the understated realities of peripheral economies. The subjects vary from indigenous women engaged in jhum cultivation, Dalit women embedded in caste-specific work structures and relations, female-headed households in rural areas, and elderly women from city slums. All of the studies are a product of original fieldwork that has produced rich qualitative data and a limited amount of quantitative data. It is expected that the analysis of such data will be a precursor to theory-building efforts in this vital area as well as assisting in future policymaking discourses.
