Book excerpt: This book provides a critical assessment of the impact of UN Resolution 1325 by examining the effect of peacebuilding missions on increasing gender equality within conflict-affected countries. UN Resolution 1325 was adopted in October 2000, and was the first time that the security concerns of women in situations of armed conflict and their role in peacebuilding was placed on the agenda of the UN Security Council. It was an important step forward in terms of bringing women’s rights and gender equality to bear in the UN’s peace and security agenda. More than a decade after the adoption of this Resolution, its practical reality is yet to be substantially felt on the ground in the very societies and regions where women remain disproportionately affected by armed conflict and grossly under-represented in peace processes. This realization, in part, led to the adoption in 2008 and 2009 of three other Security Council Resolutions, on sexual violence in conflict, violence against women, and for the development of indicators to measure progress in addressing women, peace and security issues. The book draws together the findings from eight countries and four regional contexts to provide guidance on how the impact of Resolution 1325 can be measured, and how peacekeeping operations could improve their capacity to effectively engender security. This book will be of much interest to students of peacebuilding, gender studies, the United Nations, international security and IR in general.

The first half of the book presents a series of essays that each provide a glimpse of the rich and insightful research on WPS being undertaken in and about different contexts, to demonstrate the importance of centring the "local" as a site of knowledge production in the WPS agenda. The essays presented in the second half of the book also engage questions of knowledge production, documenting the exploratory methods in use in WPS scholarship, and highlighting those topics engaged at the hinterlands of what is a broad field – topics that gesture at the future of research in this area. The chapters in this book were originally published as special issues of the International Feminist Journal of Politics.

Book excerpt: This book offers a comparative lens on the contested relationship between two leading conflict resolution norms: ethnopolitical power-sharing pacts and the women, peace and security (WPS) agenda. Championed by national governments and international organizations over the last two decades, power-sharing and feminist scholars and practitioners tend to view them as opposing norms. Critics charge that power-sharing scholars cast gender as an inconsequential political identity that does not motivate people like ethnonationalism. From a feminist perspective, such thinking serves the interests of ethnicized elites while excluding women and other marginalized communities from key sites of political power. This edited volume takes a different tack: while recognizing the gender gaps that still exist in power-sharing theory and practice, contributors also emphasize the constructive engagements that can be built between ethnopolitical power-sharing and gender inclusion. It is estimated that by 2030—the horizon set by the international community for achieving the Sustainable Development Goals—more than half of the world’s poor will be living in countries affected by high levels of violence. Information and communication technology, population movements, and climate change are also creating shared risks that must be managed at both national and international levels. Pathways for Peace is a joint United Nations†“World Bank Group study that originates from the conviction that the international community’s attention must urgently be refocused on prevention. A scaled-up system for preventive action would save between US$5 billion and US$70 billion per year, which could be reinvested in reducing poverty and improving the well-being of populations. The study aims to improve the way in which domestic development processes interact with security, diplomacy, mediation, and other efforts to prevent conflicts from becoming violent. It stresses the importance of grievances related to exclusion—from access to power, natural resources, security and justice, for example—that are at the root of many violent conflicts today. Based on a review of cases in which prevention has been successful, the study makes recommendations for countries facing emerging risks of violent conflict as well as for the international community. Development policies and programs must be a core part of preventive efforts; when risks are high or building up, inclusive solutions through dialogue, adapted macroeconomic policies, institutional reform, and redistributive policies are required. Inclusion is key, and preventive action needs to adopt a more people-centered approach that includes mainstreaming citizen engagement. Enhancing the participation of women and youth in decision making is fundamental to sustaining peace, as well as long-term policies to address the aspirations of women and young people.

Its goal is, in part, to show how stories about international events and issues emerge and develop, and how these stories influence the uptake and limitations of global policy "solutions" around the world. Through the lens of narrative, this book examines the Women, Peace and Security (WPS) agenda, adopted by the United Nations Security Council twenty years ago. The agenda seeks to increase the participation of women in conflict prevention efforts and to protect the rights of women during conflict and peacebuilding. Those involved in the creation of the WPS agenda, including its strategies, guidelines, and protocols, tend to assume that implementation is the most critical element of it. But what can the stories about the agenda's emergence tell us about its limits and possibilities? Laura J. Shepherd examines WPS as a policy agenda that has been realized in and through the stories that have been told about it, focusing on the world of WPS work at the United Nations Headquarters in New York. She argues that to understand the implementation of the agenda we need to also understand the narration of the agenda's beginnings, its ongoing unfolding, and its plural futures. These stories outline the agenda's priorities and delimit its possibilities--as well as communicate and constitute its triumphs and disasters. As the book shows, much energy and resources are expended in efforts to reduce or resolve the agenda to a singular, essential "thing"--with singular, essential meaning. There is no "true" WPS agenda that practitioners, activists, and policymakers can apprehend and use as their guide; there is only a messy and contested space for political interventions of different kinds. Shepherd shows that the narratives of the WPS agenda incorporate plural logics but that this plurality cannot--should not--be used as an alibi for limited engagement or strategic inaction. Those seeking to realize the WPS agenda might need to live with the irreconcilable, the irresolvable, and the ambiguous.

This editorial book provides a significant contribution within the emerging peace leadership discipline as the international community, non-governmental organisations, and the public and private sectors struggle to formulate sustainable peace initiatives at the tribal, local and communal societal level.
