Book excerpt: This report expands on the work of an earlier National Research Council panel whose report, Understanding Violence Against Women, was published in 1996. The report is based on the presentations and deliberations of a workshop convened in January 2002, at the request of Congress, to develop a detailed research agenda on violence against women. While some of the research recommendations in the earlier report have been funded and carried out, the workshop demonstrated that important gaps remain. For example, prevalence and incidence data are still inadequate to measure trends or to reveal whether interventions being designed under federal programs are, in fact, working. Among its primary recommendations, the committee underscored the importance of strengthening the data and research infrastructure in this area, especially the need for better prevalence data and longitudinal data to determine the causes of violent victimization of women and the impact of interventions.

However, that appearance disguises crucial vulnerabilities and social ailments, including an ageing and shrinking population, slow productivity growth, a new low-wage, insecure workforce, declining marriage and fertility rates, and an extreme level of gender inequality. Within this gender gap lies the key both to the ailments and the cure. A deterioration in the use of human capital and a decline in family formation have become entrenched thanks to discrimination against the female half of the population. Yet gradual change is occurring, thanks not only to demographic necessity but also to a significant rise in female access to university education since the 1990s and the emergence of a wide range of role models to inspire and empower the next generation. Analysis of trends and policy options, combined with interviews with 21 role models spanning fields from business to the arts, diplomacy to politics, music to e-commerce, provides ample grounds for optimism. Japan is becoming a nation with an increasing number of potential female leaders. When women are vocal about political and social issues, too-often they are flogged with attacks via social networking sites, comment sections, discussion boards, email, and direct message. Rather than targeting their ideas, the abuse targets their identities, pummeling them with rape threats, attacks on their appearance and presumed sexual behavior, and a cacophony of misogynistic, racist, xenophobic, and homophobic stereotypes and epithets. Like street harassment and sexual harassment in the workplace, digital harassment rejects women's implicit claims to be taken seriously as interlocutors, colleagues, and peers. Sarah Sobieraj shows that this online abuse is more than interpersonal bullying--it is a visceral response to the threat of equality in digital conversations and arenas that men would prefer to control. Thus identity-based attacks are particularly severe for those women who are seen as most out of line, such as those from racial, ethnic, and religious minority groups or who work in domains dominated by men, such as gaming, technology, politics, and sports. Feminists and women who don't conform to traditional gender norms are also frequently targeted. Drawing on interviews with over fifty women who have been on the receiving end of identity-based abuse online, Credible Threat explains why all of us should be concerned about the hostile climate women navigate online. This toxicity comes with economic, professional, and psychological costs for those targeted, but it also exacts societal-level costs that are rarely recognized: it erodes our civil liberties, diminishes our public discourse, thins the knowledge available to inform policy and electoral decision-making, and teaches all women that activism and public service are unappealing, high-risk endeavors to be avoided. Sobieraj traces these underexplored effects, showing that when identity-based attacks succeed in constraining women's use of digital publics, there are democratic consequences that cannot be ignored.

We wanted to encourage presenters to think broadly about women, work and computerization. Towards this end, the programme committee developed a call for papers that, in its final form, requested paper submissions around four related themes. These are (1) Setting the Course: Taking Stock of Where We Are and Where We're Going; (2) Charting Undiscovered Terrain: Creating Models, Tools and Theories; (3) Navigating the Unknown: Sex, Time, Space and Place, and (4) Taking the Helm: Education and Pedagogy. Our overall conference theme, 'Charting a Course to the Future' was inspired in part by Vancouver's geography, which is both coastal and mountainous. As such, navigation plays an important part in the lives of many as we seek to enjoy our environs. In addition, as the first Women, Work and Computerization conference of the new millennium, we hoped to encourage the broad community of scholars that has made past Women, Work and Computerization conferences a success to actively engage in imagining--and working towards-- a better future for women in relation to computers. The contributions to this volume are both a reflection of the hard work undertaken by many to improve the situation of women in relation to computerization, and a testament to how much work is yet to be done.
