Women as a collective have seen their lives transformed as a result of rapid development and economic growth. In exploring the progress made by Southeast Asian men and women, this book seeks to answer the following questions: (a) In what areas have women been able to achieve parity with men? (b) In what areas do women encounter specific disadvantages based on their gender as compared with men? and (c) How have womens concerns and problems been addressed by the governments in this region with the aim of encouraging gender equality? As the title of this book suggests, the chapters provide an analysis of the broad trends - including changes and continuities - in the experiences, interests and concerns of Southeast Asian women. The chapters examine the trends related to women in the following arenas: the family, economic participation, politics, health, and religion. In some arenas, the trends reflect the disadvantages women face, which in turn have led to gender gaps; in other areas, women's progress has been found to eclipse that of the men, although this tends to be the exception.

This completely revised new edition of the standard text, first published twenty years ago, traces the history of the country from early times to the present day. The authors give particular attention to the evolution of Malay polities and their close links with indigenous groups who lived on the oceans and in the deep jungles of the region, from Sumatra to Borneo. This provides the background to the establishment of the Malay port of Melaka, which was conquered by the Portuguese in 1511, foreshadowing the establishment of a British colonial regime in the late nineteenth century. Although the large numbers of Chinese and Indian migrants who arrived to work in the tin and rubber industries contributed to economic expansion, colonial policies did not encourage communal interaction. The authors trace the process by which post-independence leaders in Malaya attempted to counter the legacy of ethnic hostility while answering Malay demands for an affirmation of their rights and a stronger commitment to Islam. The incorporation of the Borneo states of Sarawak and Sabah into the Federation of Malaysia in 1963 rendered the goal of welding a nation from areas that were geographically separated and culturally disparate even more problematic. The intense emotions attached to issues of race were made tragically evident in the racial riots of May 1969, which this book sees as a watershed in modern Malaysian history. As Malaysia enters the twenty-first century, the government is determined to oversee the transition to an economy focused on manufacturing and advanced technology, and to eliminate poverty and the association between occupation and race. While several recent studies deal with the impact of colonial rule and Malaysia's spectacular economic transition, this book is unique because it tracks developments from early times and identifies continuities as well as change. An in depth look at who these representative is and what were the issues they proposed has been carried out through content analysis of the parliamentary debates. A series of face-to-face interviews was conducted with these critical actors to examine what made them critical actors; considering the factors motivating them to represent women and address the problems women face. All of these components offer important insight to explore and understand the substantive representation of women in the Malaysian Parliament. Experience and gender awareness were found to be the major factors that contributed to their effective representation of women in the Parliament. Additionally, information and networking appeared to be crucial in facilitating this process. This book is suitable for both academic and public reading. In particular, it can be useful for politicians, policy makers, academics, practitioner’s, activists and student of politics who are interested in understanding about women representation in the Malaysian parliament.

Book excerpt: The Roots of Resilience examines governance from the ground up in the world's two most enduring electoral authoritarian or "hybrid" regimes—Singapore and Malaysia—where politically liberal and authoritarian features are blended to evade substantive democracy. Although skewed elections, curbed civil liberties, and a dose of coercion help sustain these regimes, selectively structured state policies and patronage, partisan machines that effectively stand in for local governments, and diligently sustained clientelist relations between politicians and constituents are equally important. While key attributes of these regimes differ, affecting the scope, character, and balance among national parties and policies, local machines, and personalized linkages—and notwithstanding a momentous change of government in Malaysia in 2018—the similarity in the overall patterns in these countries confirms the salience of these dimensions. As Meredith L. Weiss shows, taken together, these attributes accustom citizens to the system in place, making meaningful change in how electoral mobilization and policymaking happen all the harder to change. This authoritarian acculturation is key to the durability of both regimes, but, given weaker party competition and party–civil society links, is stronger in Singapore than Malaysia. High levels of authoritarian acculturation, amplifying the political payoffs of what parties and politicians actually provide their constituents, explain why electoral turnover alone is insufficient for real regime change in either state.
