The country cases examined are Sweden, the Netherlands, Canada, the United States, the United Kingdom, Israel, Australia, and South Africa. Despite increased opportunities for women in the militaries of many countries and wider recognition of the value of including gender perspectives to enhance operational effectiveness, progress has encountered roadblocks even nearly twenty years after United Nations Security Council Resolution 1325 kicked off the women, peace, and security agenda. There is such a rich history of women serving in the military. And while at one point in time most women served in the role of a nurse. Today, women are a part of every job. The role of women expanding military wasn't by chance. Instead, it was from women proving over and over again that they were a valuable asset and could be used and relied on in the field of battle. How do we know what happened beyond the highlights written in history books? I wanted to answer these questions so I started a journey. A journey to hear the stories of military women. Today I host a podcast, Women of the Military, where I get to talk to women who have served in the military. But before the podcast, my interviews were back and forth on paper. I have put together these stories. Women who have served as far back as Vietnam and as current as those entering the military in 2018. RAND conducted in-depth interviews and focus groups with new recruits, recruiters, and recruiting leadership. Several themes emerged from these discussions. Many female recruits in our focus groups preferred female recruiters and female-specific events. Many male recruits in our focus groups reported not being influenced by the policy change to open combat jobs to women. Recruiters and recruits in our focus groups reported dissatisfaction with what they view as burdensome administrative requirements. Both recruiters and recruits recommended launching advertising campaigns showing women serving alongside men in a wide range of military jobs, and debunking stereotypes of military service. Finally, commanders of the recruiting services reported concern over resources available to them in the current environment. We recommend that resources be set aside to specifically target outreach to women, that the services increase the proportion of recruiters who are women and increase their visibility at recruiting events, and that the services work to reduce administrative burdens on recruiters and recruits."--Publisher's description.

Book excerpt: Numerous states have passed gender integration legislation permanently admitting women into their military forces. As a result, states have dramatically increased women’s numbers, and improved gender equality by removing a number of restrictions. Yet despite changes and initiatives on both domestic and international levels to integrate gender perspectives into the military, not all states have improved to the same extent. Some have successfully promoted gender integration in the ranks by erasing all forms of discrimination, but others continue to impede it by setting limitations on equal access to careers, combat, and ranks. Why do states abandon their policies of exclusion and promote gender integration in a way that women’s military participation becomes an integral part of military force? By examining twenty-four NATO member states, this book argues that civilian policymakers and military leadership no longer surrender to parochial gendered division of the roles, but rather support integration to meet the recruitment numbers due to military modernization, professionalization and technological advancements. Moreover, it proposes that increased pressure by the United Nations to integrate gender into security and NATO seeking standardization and consistency on the international level, and women’s movements on the domestic level, are contributing to greater gender integration in the military.
