Available in PDF, EPUB and Kindle. Book excerpt: In June 2014, FAO member-states endorsed the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries (SSF Guidelines). These Guidelines are one of the most significant landmarks for small-scale fisheries around the world. They are comprehensive in terms of topics covered, and progressive, with their foundations based on human rights and other key principles. It can be anticipated that implementing the SSF Guidelines, whether at local, national, or regional levels, will be challenging. This book contains in-depth case studies where authors discuss the extent to which the Guidelines can help improve the realities of small-scale fishing men and women globally and make their livelihoods and communities more secure. This will require policy intervention and innovation, along with contributions of civil society organizations and academia. However, most of all it will necessitate the empowerment of fishing people so that they can become active participants in decision making on matters where their well-being and human rights are at stake. By endorsing the SSF Guidelines, states have committed themselves to support and facilitate this development. This book asks whether states can successfully “walk the talk,” and provides advice as to how they can do so. The collection of case studies sets the platform for an interactive dialogue space for researchers, policy makers, civil society and small-scale fishing communities to start the conversation about the monitoring and evaluation of the implementation of the SSF Guidelines at local, national, regional and global levels. Book excerpt: The substantial role of women in fisheries is gaining increasing recognition, but awareness about women's roles in the fish value chain has not led to equal gender representation in management and policy. Moreover, the role and participation of professional women in marine resource management and policy remains under-studied and largely unacknowledged. The lack of understanding of women's role in fisheries policy-making is biasing the ways in which management decisions are made and how conservation and fisheries management programs are designed. This study documents and examines the implications of women's participation at national and regional levels of marine resource management in a large multinational marine conservation program, the United States Coral Triangle Initiative (US CTI) Support Program. The study uses a mixed-methodological approach to examine factors that affected women's degree of empowerment in the US CTI. Using a combination of quantitative surveys, social network analysis and qualitative interviews, results indicate that women's participation in US CTI regional activities contributed to their empowerment. The potential for international programs to contribute to increased gender parity in regional and national decision-making was demonstrated through increased capacity, new social connections, enhanced leadership and changing cultural attitudes.

Book excerpt: Many development programs that aim to alleviate poverty and improve investments in human capital consider women’s empowerment a key pathway by which to achieve impact and often target women as their main beneficiaries. Despite this, women’s empowerment dimensions are often not rigorously measured and are at times merely assumed. This paper starts by reflecting on the concept and measurement of women’s empowerment and then reviews some of the structural interventions that aim to influence underlying gender norms in society and eradicate gender discrimination. It then proceeds to review the evidence of the impact of three types of interventions—cash transfer programs, agricultural interventions, and microfinance programs—on women’s empowerment, nutrition, or both. Qualitative evidence on conditional cash transfer (CCT) programs generally points to positive impacts on women’s empowerment, although quantitative research findings are more heterogenous. CCT programs produce mixed results on long-term nutritional status, and very limited evidence exists of their impacts on micronutrient status. The little evidence available on unconditional cash transters (UCT) indicates mixed impacts on women’s empowerment and positive impacts on nutrition; however, recent reviews comparing CCT and UCT programs have found little difference in terms of their effects on stunting and they have found that conditionality is less important than other factors, such as access to healthcare and child age and sex. Evidence of cash transfer program impacts depending on the gender of the transfer recipient or on the conditionality is also mixed, although CCTs with non-health conditionalities seem to have negative impacts on nutritional status. The impacts of programs based on the gender of the transfer recipient show mixed results, but almost no experimental evidence exists of testing gender-differentiated impacts of a single program. Agricultural interventions—specifically home gardening and dairy projects—show mixed impacts on women’s empowerment measures such as time, workload, and control over income; but they demonstrate very little impact on nutrition. Implementation modalities are shown to determine differential impacts in terms of empowerment and nutrition outcomes. With regard to the impact of microfinance on women’s empowerment, evidence is also mixed, although more recent reviews do not find any impact on women’s empowerment. The impact of microfinance on nutritional status is mixed, with no evidence of impact on micronutrient status. Across all three types of programs (cash transfer programs, agricultural interventions, and microfinance programs), very little evidence exists on pathways of impact, and evidence is often biased toward a particular region. The paper ends with a discussion of the findings and remaining evidence gaps and an outline of recommendations for research.

Book excerpt: Worldwide, women's contributions in the fisheries sector are significant and include fish harvesting, processing, and marketing, among others. However, women often face discrimination and are not recognized in the sector by their male counterparts, managers, and policymakers. This thesis aims to examine the motives for the establishment of women organizations in Indonesia, the Indonesian Fisherwomen's Sisterhood Group (Persaudaraan Perempuan Nelayan Indonesia/PPNI), and to investigate how the lives of women belonging to the organization have changed. This study is based on a qualitative case study using both primary and secondary sources. The primary data consists of interviews conducted via Zoom and phone interviews. This study adopts a Feminist Political Ecology (FPE) framework to examine barriers that women experience that led to the collective action to establish a women-specific fishery organization. Issues related to economic and environmental changes, lacking access to decision-making processes and resources, and lacking recognition were pivotal for women in the sector to organize themselves. This study found that being part of the organization can become a strategy for women in fisheries to overcome barriers in the sector. This study also shows that PPNI allows women in the sector to renegotiate their roles and rights within their households, communities and in the sector. Thus, since the establishment of PPNI, the organization has made efforts to foster gender equality, mainly to support changing women's lives through women's empowerment.

It has also been slow in finding uses for by-products and processing wastes, compared with the meat and poultry industries. The utilization of fisheries by-products or wastes constitutes an area in which the application of modern techniques could potentially improve profitability. At present, increased attention is being focused on the application of new biotechnological methods to operations related to the seafood industry, with the objective of increasing its general efficiency. Because fish processing operations are commonly carried out in the vicinity of the sea, most of the resulting fish wastes have been disposed of by returning them to it. Pollution control measures and a better understanding of the valuable composition of the products extracted from the sea are expected to encourage their recovery and the develop ment of new products from them. In the past, fisheries wastes and species not used for food have been generally utilized through techno logical processes with a low level of sophistication, such as those for the production of animal feed and fertilizer. Limited economic success has accompanied the application of physi cal and chemical processes for the recovery of non-utilized fisheries biomass and for the production of quality products from them.
