Until very recently, most influential political thought has been built around a conceptual distinction between the public realm of politics, military affairs, and administration, and the private realm of family and domestic life. Women s role, in a wide range of traditions and in theoretical work influenced by them, has typically been associated with the private realm, and men s role with the public realm. The public/private distinction has been thoroughly criticized as being in many ways misleading and untenable. Nonetheless, it continues to influence both theoretical and empirical work, with the result that women s efforts to gain a voice in governance have often been ignored. The papers in this volume aim to set the record straight. They advance a theoretical structure, both positive and normative, within which the question of gendered governance may usefully be pursued. They also analyze some current developments that indicate many ways in which women are actively participating in governance, in both government and the institutions of civil society, and the obstacles that remain. The essays in this volume are the outcome of a year long collaborative exploration of the multiple factors that influence the process of engendering governance in complex societies, in particular the changing roles of various actors including women s movements, the state and civil society.

Originally published in 1981, this book shows that the family and the labour market are political institutions directly relevant to the distribution of power and to economic and social development. Because the political functions of these two institutions are ignored, political systems are misunderstood with serious consequences for the implementation of policy. The studies in the book, which relate to widely different political systems and which cross disciplinary boundaries, all concentrate on the crucial activities of women. They serve to increase our understanding of the political implications of the family, of the sexual divisions of both domestic and wage labour and of the role of education in these inequalities at the time. They show the fundamental comparability of the problems posed by patriarchy as well as the diversity of their manifestations in different political and economic systems. Further, the studies show an unexpected dependence of male-dominated institutions, such as the military and high technology, on women’s traditional gender roles. Ways of empowering the powerless through law, political activity and employment are also discussed. She begins by showing the evolution of the positions of both parties on women's rights over the past five decades. In the 1950s and early 1960s, Republicans were slightly more favorable than Democrats, but by the early 1980s, the parties had polarized sharply, with Democrats supporting, and Republicans opposing, such policies as the Equal Rights Amendment and abortion rights. Wolbrecht not only traces the development of this shift in the parties' relative positions--focusing on party platforms, the words and actions of presidents and presidential candidates, and the behavior of the parties' delegations in Congress--but also seeks to explain the realignment. The author considers the politically charged developments that have contributed to a redefinition and expansion of the women's rights agenda since the 1960s--including legal changes, the emergence of the modern women's movement, and changes in patterns of employment, fertility, and marriage. Wolbrecht explores how party leaders reacted to these developments and adopted positions in ways that would help expand their party's coalition. Combined with changes in those coalitions--particularly the rise of social conservatism within the GOP and the affiliation of social movement groups with the Democratic party--the result was the polarization characterizing the parties' stances on women's rights today.
