Whether or not they deliver the promised prosperity, they appear to be associated with widening economic inequality as well as disadvantage for particular social groups, among them women and workers. Recharacterizing Restructuring argues that such effects are neither temporary nor accidental. Instead, efforts to promote growth through greater efficiency inevitably engage distributive concerns. Change in the status of different groups is connected to the process of legal and institutional reform. Part I analyzes the place of law and institutional reform in current economic restructuring policies. Through post-realist legal analysis and institutional economics, it discusses the role of background legal rules in the allocation of resources and power among different groups. Part II traces how disadvantage might result for women in the course of economic reform, through an analysis of the World Bank's proposals for states in transition from plan to market economies. It considers such foundational issues as the place of unpaid work in economic activity, as well as the gendered nature of proposals to re-organize productive activity and the role of the state.

From the outset, Putin saw his task as leveling out the political scenery. Discontent had been building up among ordinary Russians on these consequences of the dramatically unstable 1990s. Stabilization of the political system and cleaning up the widespread corruption were Putin's aims, and the Russian people supported him wholeheartedly. Many observers in the West were quick to condemn Putin and depict him as an authoritarian, dishonest leader who was still linked to the KGB. These explanations shaped the West's understanding of modern Russia and they appear to be unshakeable in cultural circles today. Bruno Sergi argues, in this new study, that the way to know the complete story behind how Putin's presidency has been viewed in Russia, is to examine closely the hard realities that conditioned Putin's policies and responses. There are many similarities between Russia and Ukraine, indicating such a continuation. Russia and Ukraine had a lot in common in terms of culture, language and history, partly also because of their common origin. After the dissolution of the Soviet Union, however, the two independent countries chose different routes of development. This makes it possible to distinguish between the effects of politics/reforms on the one hand, and the impacts from the Soviet system on the other. After some more or less chaotic development paths in the 1990s, showing clear differences between the two countries, and before the contemporary conflict broke out in Eastern Ukraine (2013), they had once again more similarities in terms of political leadership and policies in general. The chapters in this book focus on Ukraine and on two regions in Russia: Nizhny Novgorod and Archangelsk. Contributors look at attitudes towards poverty and poor people; strategies of the poor; and policies against poverty.
