These reforms expanded and consolidated a two-tier market, widening the gap between those who benefit from the 'company citizenship' of 'regular' (long-term, secure) employment conditions and those who are increasingly disadvantaged by reduced income and security in the peripheral Ã?Â?Ã?Â?non-regular system of casual and short-term employment. The contributions in this volume use the 2005 Social Stratification and Mobility (SSM) survey data to analyze the effects of Japanese labor market reforms on social mobility, social welfare, company 'citizenship, ' incomes, as well as the policy implications for homelessness. Furthermore, the book critically reviews and discusses the historical development of the Japanese employment system by juxtaposing rational and cultural explanations. This book is an English translation by the author of a book he first published in Japanese in 2017. The original Japanese-language edition received two major book awards in Japan. One was The Nikkei Economic Book Culture Award, which is given every year by the Nikkei Newspaper Company and the Japan Economic Research Center to a few best books on economy and society. The other was The Showa University’s Women’s Culture Research Award, which is bestowed annually on a single book of research that promotes gender equality. Kazuo Yamaguchi is the Ralph Lewis Professor of Sociology at the University of Chicago.

At the heart of the matter lies a paradox: although the overall trend among rich countries is for fertility to decrease as female labor participation increases, gender-friendly countries resist the trend. Conversely, gender-unfriendly countries have lower fertility rates than they would have if they changed their labor markets to encourage the hiring of women—and therein lies Japan's problem. The authors argue that the combination of an inhospitable labor market for women and insufficient support for childcare pushes women toward working harder to promote their careers, to the detriment of childbearing. Controversial and enlightening, this book provides policy recommendations for solving not just Japan's fertility issue but those of other modern democracies facing a similar crisis.

Particular attention is given to the changing situation of women, the decline of the family enterprise, the problems faced by older workers and the poor prospects for recent high school graduates. Relations between management and employees in Japanese corporations are also becoming more individualistic with the introduction of performance-related pay and the declining importance of enterprise unions. As a result of these changes, the future may see rising levels of income inequality. The Japanese labour force is declining with the ageing of the population and Japan's ability to cope is examined with special attention given to immigration policy. If nothing is done to change existing work and retirement patterns, the number of older inactive people who will need to be supported by each worker could rise by around 40% between 2018 and 2050 on average in the OECD area. This would put a brake on rising living standards as well as enormous pressure on younger generations who will be financing social protection systems. Improving employment prospects of older workers will be crucial. At the same time, taking a life-course approach will be necessary to avoid accumulation of individual disadvantages over work careers that discourage or prevent work at an older age.
