Book Why Do Neighbours Cooperate

Download or read book Why Do Neighbours Cooperate written by Ilze Ruse and published by Verlag Barbara Budrich. This book was released on 2012-12-18 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: Negotiations in the European Union Council of Ministers are not only taking place within formal decision-making structures. Member states strive to find allies and coordinate their positions prior to formal negotiation meetings. They either create ad hoc coalitions to pool voting power or cooperate within more durable, institutionalised coalitions that traditionally form due to geographical proximity or among like-minded member states as task-specific coalitions on particular issues. Institutionalised coalitions bestow their members with a bargaining advantage even if they cannot generate enough voting weight to reach voting thresholds.

Book The Neighbours of the European Union s Neighbours

Download or read book The Neighbours of the European Union s Neighbours written by Sieglinde Gstöhl and published by Routledge. This book was released on 2016-02-24 with total page 352 pages. Available in PDF, EPUB and Kindle. Book excerpt: Should the European Neighbourhood Policy stop at the borders of the European Union’s immediate neighbouring countries? This book is the first full length study of the ’neighbours of the EU’s neighbours’, a concept originally introduced by the European Commission with reference to Saharan Africa, the Middle East and Central Asia. These regions in the EU’s broader neighbourhood are often perceived as an ’arc of crisis’ from which manifold challenges emanate for Europe. This timely book takes stock of the state of the EU’s cooperation with the neighbours of its neighbours and explores how the concept might help promote security, stability and prosperity beyond the countries which are formally part of the European Neighbourhood Policy. How can the EU create bridges between these regions? What instruments does the EU have at its disposal and how can it link them in order to respond to the challenges and overcome the current fragmentation? One of the conclusions is the suggestion to consider a pragmatic ’EU Strategy for the Neighbours of its Neighbours’ which addresses the needs of the broader EU neighbourhood in a more systematic and consistent manner and helps transform in the long run the ’arc of crisis’ into another ’ring of friends’.

Book Asia Pacific Economic Cooperation APEC

Download or read book Asia Pacific Economic Cooperation APEC written by Werner Draguhn and published by Routledge. This book was released on 2013-04-03 with total page 245 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Asia-Pacific Economic Cooperation (APEC) was founded in 1989. Since then the forum has developed into a major player in tri-partite relations between North America, East Asia and Europe. The Seattle and Bogor Summits were landmark events suggesting to many observers a gravitational shift in the world economy and world politics. Yet the Asian financial crisis had a sobering effect on high-flying expectations as APEC contributed little to crisis management. In the light of such contradictory performance, distinguished scholars here examine APEC's achievements and failures, its role and functions in international relations, its linkages with regional organisations and the interplay between the forum and national interests of major factors in the region.

Book Nature Inspired Cooperative Strategies for Optimization NICSO 2007

Download or read book Nature Inspired Cooperative Strategies for Optimization NICSO 2007 written by Natalio Krasnogor and published by Springer. This book was released on 2008-06-03 with total page 520 pages. Available in PDF, EPUB and Kindle. Book excerpt: Biological and natural processes have been a continuous source of inspiration for the sciences and engineering. For instance, the work of Wiener in cybernetics was influenced by feedback control processes observable in biological systems; McCulloch and Pitts description of the artificial neuron was instigated by biological observations of neural mechanisms; the idea of survival of the fittest inspired the field of evolutionary algorithms and similarly, artificial immune systems, ant colony optimisation, automated self-assembling programming, membrane computing, etc. also have their roots in natural phenomena. The second International Workshop on Nature Inspired Cooperative Strategies for Optimization (NICSO), was held in Acireale, Italy, during November 8-10, 2007. The aim for NICSO 2007 was to provide a forum were the latest ideas and state of the art research related to cooperative strategies for problem solving arising from Nature could be discussed. The contributions collected in this book were strictly peer reviewed by at least three members of the international programme committee, to whom we are indebted for their support and assistance. The topics covered by the contributions include several well established nature inspired techniques like Genetic Algorithms, Ant Colonies, Artificial Immune Systems, Evolutionary Robotics, Evolvable Systems, Membrane Computing, Quantum Computing, Software Self Assembly, Swarm Intelligence, etc.

Book Towns in a Rural World

Download or read book Towns in a Rural World written by Teresa de Noronha Vaz and published by Routledge. This book was released on 2016-02-24 with total page 425 pages. Available in PDF, EPUB and Kindle. Book excerpt: Focusing on the strategic position of towns in rural development, this book explores how they act as hotspots for knowledge creation, diffusion for vital business life and innovation, and social networks and community bonds. By doing so, towns - even the smallest - can cope with processes of socio-economic decline and promote a geographically balanced income distribution and sustainable production structure. The contributors to this volume examine how to take advantage of the great potential offered by urban areas in the rural world to favour competitiveness and encourage economic activity. Taking a European perspective, the authors identify the main socio-economic advantages generated by urbanized population settlements that small and medium-sized rural towns can provide. Although much attention is currently focused on the efficient use of scarce natural resources and land, they argue that towns have an increasingly important economic and social role to play in rural areas.
