Communists and nationalists, xenophobes and populists alike hated the Count and his political mission. He fled to the United States, where he helped shape American policy for postwar Europe. Coudenhove-Kalergi's profile was such that he served as the basis for the fictional resistance hero Victor Laszlo in the film Casablanca. A friend to both Chancellor Konrad Adenauer and President Charles de Gaulle, Coudenhove-Kalergi was personally invited to the High Mass in Rheims Cathedral in 1961 to celebrate Franco-German reconciliation. A provocative visionary for Europe, Coudenhove-Kalergi thought and acted in terms of continents, not countries. For the Count, the United States of Europe was the answer to the challenges of communist Russia and capitalist America. Indeed, he launched his Pan-European Union thirty years before Jean Monnet set up the European Coal and Steel Community, the precursor to the European Union. Monnet died in 1979, long before the euro went into circulation, and his relevance today is all the more striking in light of his idiosyncratic career. He was born in 1888 to a long line of brandy artisans. He had no formal training as an economist, yet he is ranked alongside Keynes. He was never elected to public office, and his fellow countrymen sometimes mocked him as “the great American.” Ironically, some believed that Monnet’s arguments were particularly effective with FDR, and later speculated that they might even have helped shorten World War II by a year. When Edward Heath lost the 1974 General Election, Harold Wilson returned to No. 10 promising a fundamental renegotiation and referendum on EC membership. By the end of the first year of membership, 67% of voters had said ‘yes’ to Europe in the UK’s first-ever national referendum. Examining the relationship between diplomacy and domestic debate, this book explores the continuities between the European policies pursued by Heath and Wilson in this period. Despite the majority vote in favour of maintaining membership, Lindsay Aqui argues that this majority was underpinned by a degree of uncertainty and that ultimately, neither Heath nor Wilson managed to transform the UK’s relationship with the EC in the ways they had hoped possible.
