While the report pays close attention to the events of the recent past, it also places the use of foreign capital in a broader and longer-term perspective. Using such a perspective, the report shows how countries at different stages of development have used external finance productively; how the institutional and policy environment affects the volume and composition of financial flows to developing countries; and how the international community has dealt with financial crises. This report concludes that the developing countries will have a continuing need for external finance. It demonstrates that many of the policies required to attract external finance and promote economic growth are either being implemented or planned already.

In response to constructivist scholars' concerns about politics and the organizational culture of international civil servants within international organizations, Kim Moloney uses stakeholder theory and a bureaucratic politics approach to suggest the normality of politics, policy debate, and policy evolution. The book also highlights how for 21 of those 32 years it was not external stakeholders but the international civil servants of the World Bank who most influenced, led, developed, and institutionalized this sector's agenda. In so doing, the book explains how one sector of the Bank's work rose, against the odds, from being included in just under 3% of approved projects in 1980 to 73% of all projects approved between 1991 and 2012.

This book examines why the World Bank came to see good governance as important and evaluate what the World Bank is doing to improve the governance of its borrower countries. David Williams examines changing World Bank policy since the late 1970s to show how a concern with good governance grew out of the problems the World Bank was experiencing with structural adjustment lending, particularly in Sub-Saharan Africa. The book provides an account of the early years of the World Bank and traces the increasing acceptance of the idea of good governance within the Bank through the 1990s, while systematically relating the policies of good governance to liberalism. The author provides a detailed case study of World Bank lending to Ghana to demonstrate what the attempt to improve ‘governance’ looks like in practice. It argues that the relational dynamics between technical assistance provider and recipient affects the legitimacy of policy norms travelling from the ‘international’ to the ‘domestic’. Beginning from the constructivist position that ‘development’ is a social construct, the author contends that successful policy movement via technical assistance depends on the recipient’s perception of the validity of policy reforms, with perception being influenced by the way those ideas and practices are presented, packaged, and transferred. In advancing this argument, Bazbauers analyses four pillars of World Bank technical assistance: technical assistance components (advisory services incorporated within lending operations), stand-alone technical assistance projects (projects designed to solely deliver technical assistance), survey missions (activities involved in measuring the development status of developing countries), and training institutes (the courses of the Economic Development Institute and World Bank Institute).
