Gender-based asylum offers protection from deportation for migrants who have suffered gender violence and persecution in their home countries. Countries are increasingly acknowledging that even though international refugee law does not include "gender" as a category of persecution, gender violence can threaten people's lives and requires attention. But Meghana Nayak argues that it matters not just that but how we respond to gender violence and persecution. Asylum advocates and the US government have created "frames," or ideas about how to understand different types of gender violence and who counts as victims. These frames are useful in increasing gender-based asylum grants. But the United States is negotiating the tension between the protection and the restriction of non-citizens, claiming to offer safe haven to persecuted people at the same time that it aims to control borders. Thus, the frames construct which migrants are "worthy" of protection. The effects of the asylum frames are two-fold. First, they leave out or distort the stories and experiences of asylum seekers who do not fit preconceived narratives of "good" victims. Second, the frames reflect but also serve as an entry point to deepen, strengthen, and shape the US position of power relative to other countries, international organizations, and immigrant communities. Who Is Worthy of Protection? explores the politics of gender-based asylum through a comparative examination of US asylum policy and cases regarding domestic violence, female circumcision, rape, trafficking, coercive sterilization and abortion, and persecution based on sexual and gender identity.

Book excerpt: This is the first comprehensive review of the Intergovernmental Committee (IGC) of the World Intellectual Property Organization (WIPO) established in 2000. It provides an in-depth consideration of the key thematic areas within WIPO discussions – genetic resources (GRs), traditional knowledge (TK) and traditional cultural expressions (TCEs) through the perspectives of a broad range of experts and stakeholders, including indigenous peoples and local communities. It also looks at how these areas have been treated in a number of forums and settings (including national systems and experiences, and also in trade agreements) and the interface with WIPO discussions. Furthermore, the book analyses the process and the negotiation dynamics since the IGC received a mandate from WIPO members, in 2009, to undertake formal text-based negotiations towards legal instruments for the protection of GR, TK and TCEs. While there has been some progress in these negotiations, important disagreements persist. If these are to be resolved, the adoption of these legal instruments would be a significant development towards resolving key gaps in the modern intellectual property system. In this regard, the book considers the future of the IGC and suggests options which could contribute towards achieving a consensual outcome.

This perspective goes beyond established politico-economic interpretations and aims for an interpretation of this relationship in ritual-cosmological terms. Drawing on recent developments within French structuralist anthropology and the anthropology of gift exchange, Bazelmans develops a new model of early medieval socio-political structure (as represented in Old English Beowulf) which explicitly deals with exchange relations between the living and the supernatural, the commensurablity of subject and object in gift exchange, and the whole set of interdependent life-cycle rituals of lords and their warrior-followers. The value of gifts is considered to be determined not only by their function within a competitive game about prestige, status and power, but also by its equivalence with a constituent. The value of the gift is fundamental to the noble person and develops through a man's life-time. It is, ultimately, of a supernatural origin. The model enables us to understand certain acts at Beowulf's funeral pyre which at first sight appear to be no more than an ethnographic curiosity (Beowulf 3111b-3114a). The warrior's contributions to his pyre form the concluding part of a grand ritual undertaking in which society as a whole is involved and in which the constitution of the noble person, and the disarticulation of that person at his death, is realized. This ritual undertaking goes beyond the politico-economic concerns of the participants which are central to established power-based models of early medieval societal structure. The volume includes an extensive overview of the anthropology of gift exchange.

For the same reason, the volume is a contribution to our understanding of language in general, since it puts a promising modern approach on firmer ground. Assets of the book include the wide range of linguistic phenomena studied (individual concepts, fundamental semantic problems like vagueness and polysemy, grammatical issues incl. gender and tense, collocations, constructions and speech acts) and the scope of applied perspectives including lexicographical, computational, developmental and critical discourse ones. The languages investigated are English, German, Dutch, Polish and Italian. Common to the contributions is the desire to bring together observed patterns of linguistic usage with concepts and models established in cognitive linguistics. In addition, all contributions have an empirical basis and emphasize the need to rely on a sound methodology. The linguistic phenomena investigated span the range from the lexico-conceptual and collocational level to constructions, grammatical categories and functions. Two complementary perspectives of language and cognition are represented in the volume: In one group, the established methods of psycholinguistic experimentation, quantitative corpus analysis and computational simulation are exploited to demonstrate the viability and to increase the plausibility of cognitive-linguistic thinking. The second group tests well-known cognitive-linguistic approaches like Conceptual Metaphor Theory, the Theory of Idealized Cognitive Models and Construction Grammar against authentic data demonstrating their applicability and explanatory potential. Both groups include contributions reaching beyond the scope of traditional cognitive-linguistic topics, e.g. by taking a critical stance of reductionist cognitive thinking.
