Book excerpt: In order to assess the contribution of the White Paper it is important to define the baseline scenario that will provide the benchmark against which we will measure the contribution of the interventions. For the needs of the White Paper evaluation this includes: A description of how the problem and its underlying causes - as identified at the time of the adoption of the White Paper - as expected to evolve in the case of no policy action. A definition of the expected evolution of the relevant parameters of the transport system that reflects the key objectives of the White Paper. This presents in quantitative terms (or when not possible in qualitative terms) the baseline scenario, namely what would have happened if the policies and measures that are deemed to be the result of the White Paper were not in place. For the purposes of this exercise we have used a combination of desk research and modelling. More specifically: We analysed the Impact Assessment study that supported the development of the 2011 White Paper (European Commission, 2011a). We focused on the description of the problem, its underlying root causes and the expected evolution under the 'no policy change' scenario. Where relevant, we have incorporated input from the White Paper Impact Assessment (European Commission, 2011b). The analysis is presented in Section A of this Annex where we present in qualitative terms the main aspects of the Baseline scenario. We have then used the PRIMES-TREMOVE model to quantify the baseline and the Alternative scenarios. The quantitative analysis involves a number of key indicators covering economic, environmental and social aspects of the operation of the transport system and reflects the objectives of the White Paper. In Section B of the present Annex we provide an overview of the key results of the runs of the model for the two scenarios. Finally, as part of a quality check of the results of the baseline scenario, we carry out a comparison between the baseline scenario and the No policy change1 scenario (as presented in the IA study of the White Paper) and we identify areas where there are deviations between the two scenarios.

Book Integrating Europe s Transport System

Download or read book Integrating Europe s Transport System written by Wolfgang Roth and published by CEPS. This book was released on 2006 with total page 36 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Four years after the European Commission adopted its Transport White Paper, CEPS formed a Task Force of experienced practitioners to review European transport policy. The members of this Task Force are now publishing their findings and conclude that numerous challenges remain in the European transport arena. The release of this report is timed to coincide with the forthcoming mid-term review by the Commission of EU progress towards a single market for transport. Until recently, EU transport policy has been firmly wedded to the twin ideas of "decoupling' transport from economic growth and encouraging a 'modal shift' from road to rail, especially for freight transport. With economic growth in the doldrums and an urgent need to reinvigorate the Lisbon strategy, however, many now believe that transport policy should play a central role in the process of enhancing European competitiveness. While progress has been made towards a coherent, EU-wide road transport policy, less has been achieved for rail, air and sea in recent years. The CEPS transport group sees future transport demand set to grow more strongly than anticipated due to internal market reforms and globalisation. If this growth materialises, rather than favouring rail, all transport modes and technological options must be allowed to play their appropriate part in meeting Europe's escalating transport needs. The good news is that this time there are hopeful signs that these ideas are gaining ground in both the Commission and the Parliament" -- back cover.

Book Computation and Big Data for Transport

Download or read book Computation and Big Data for Transport written by Pedro Diez and published by Springer Nature. This book was released on 2020-02-28 with total page 252 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book gathers the outcomes of the second ECCOMAS CM3 Conference series on transport, which addressed the main challenges and opportunities that computation and big data represent for transport and mobility in the automotive, logistics, aeronautics and marine-maritime fields. Through a series of plenary lectures and mini-forums with lectures followed by question-and-answer sessions, the conference explored potential solutions and innovations to improve transport and mobility in surface and air applications. The book seeks to answer the question of how computational research in transport can provide innovative solutions to Green Transportation challenges identified in the ambitious Horizon 2020 program. In particular, the respective papers present the state of the art in transport modeling, simulation and optimization in the fields of maritime, aeronautics, automotive and logistics research. In addition, the content includes two white papers on transport challenges and prospects. Given its scope, the book will be of interest to students, researchers, engineers and practitioners whose work involves the implementation of Intelligent Transport Systems (ITS) software for the optimal use of roads, including safety and security, traffic and travel data, surface and air traffic management, and freight logistics.

Book Transport policy in Europe

Download or read book Transport policy in Europe written by Cyril Alias and published by GRIN Verlag. This book was released on 2008-04-30 with total page 51 pages. Available in PDF, EPUB and Kindle. Book excerpt: Seminar paper from the year 2008 in the subject Transportation Science & Technology, grade: 1,3, University of Duisburg-Essen (Institut für Geographie (Wirtschaftsgeographie, insb. Verkehr und Logistik)), course: Verkehr und Nachhaltigkeit, language: English, abstract: All over the history, mobility has been an integral part of life. Europe features a high level of its unmatched infrastructure, allowing that mobility very well. Not only mobility of people, also the conveyance of goods profits from it. It has become a part of the European lifestyle since the citizens of the continent make use of transport services as a matter of course. Although the term ‘Europe’ is used, the essay mainly contains remarks about the transport sector of the European Union with its 27 member states by now. Transportation is termed as “the totality of all translocations of persons [...] and goods [...] as well as news [...]” , “which is to be geared to the needs for activity of men and to the environment.” The transport sector comprehends the extent of passenger use, the frequency of the lanes, the usage of the different means of transportation and the covered distances. As the title of this essay indicates, it is to deal with the concepts and objectives of a common transport policy throughout the European Union. The central and decisive element in this matter is the White Paper ‘European transport policy for 2010 – Time to decide’, published at the Gothenburg European Council in 2001. This document contains the essential abstract objectives and concrete measures or concepts for a more sustainable transport policy across the Union territory. These goals and measures can roughly be assigned to the two main categories of performance-enhancement and climate protection. By having referred to the 2006 Mid-term review during the presentation of current situation in the European transport sector, most interim results have already been presented earlier. Generally, it becomes obvious that progresses are made only sluggishly. In addition, the modal split balance is expected to remain stable. So, apart from certain exceptions, many premises do not change for the following action fields. After having considered the different sections of the transport policy in Europe, one can draw several conclusions. Sustained economic growth, which will continue to belong to the top priorities of the European Union, should be uncoupled from the rise in traffic volume. Therefore, efficiency and utilization rates have to be improved. At the same time though, environmental and social consequences of further growth has to be scanned carefully.

Book Urban Transport XXI

Download or read book Urban Transport XXI written by C.A. Brebbia and published by WIT Press. This book was released on 2015-06-02 with total page 733 pages. Available in PDF, EPUB and Kindle. Book excerpt: Urban Transport XXI contains the proceedings of the 21st International Conference on Urban Transport and the Environment. The series of annual conferences organised by the Wessex Institute was first held in 1995. Transportation in urban areas, with its related environmental and social impacts, is a topic of significant concern for policymakers in both municipal and central government and for the urban citizens who need effective and efficient transport systems. Urban transport systems require considerable studies to devise and then safeguard their operational use, maintenance and safety. Transportation systems produce significant environmental impacts and can enhance or degrade the quality of life in urban centres. Clearly the challenge of providing effective and efficient transport systems in urban settings remains an acute concern, with financial, political and environmental constraints limiting the ability of transport system planners and operators to deliver the high quality outcomes expected by the public. Papers cover such topics as: Urban Transport Planning and Management; Urban Transport Strategies; Public Transport Systems; Environmental Aspects; Economic and Social Impact; Safety and Security; Travel Behaviour Studies; Customer Satisfaction; Transportation Modelling and Simulation; Infrastructure Development; Intelligent and Advanced Transport Systems; Transportation Integration; City Logistics; Resilience and Inter-modal Transport Systems; Mass Transport Strategies; Social Impacts; Freight Transport; Railway Systems; Transport Governance and Administration; Port and City; Mobility and Public Space; Life Cycle Management.

This book was released on 2002 with total page 16 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee's report examines the proposals contained in the European Commission's White Paper on transport policy published in September 2001 ('European Transport Policy for 2010: Time to Decide', ISBN 0119786370). The White Paper set out the Commission's views on current transport problems, with a key objective being the reduction of road and air transport use in favour of rail, inland waterways and shipping alternatives. Among its conclusions, the Committee's report finds that the Commission: 1) has failed to formulate an implementable sustainable transport policy and needs to focus its priorities on reducing demand for transport as a whole, rather than merely aiming to reduce dependence on more environmentally damaging forms of transport; and 2) has failed to introduce the European Pedestrian Safety Directive or to propose practical measures to achieve targets to reduce deaths from road accidents.

Book Evaluation of the White Paper Roadmap to a Single European Transport Area Towards a Competitive and Resource Efficient Transport System

Download or read book Evaluation of the White Paper Roadmap to a Single European Transport Area Towards a Competitive and Resource Efficient Transport System written by and published by . This book was released on 2021 with total page pages. Available in PDF, EPUB and Kindle. Book excerpt: The overall goal set out in the 2011 White Paper for Transport is to reduce GHG emissions from transport (including international aviation but excluding international shipping) by 2050 to a level that is 60 % below that of 1990. This includes the milestone for 2030 of reducing greenhouse gas emissions from transport by 20 % compared with 2008 levels. Similarly, emissions from international shipping are to be reduced by 40 % from 2005 levels by 2050. It is to be noted that the White Paper does not assume a linear trajectory of emission reductions, but expects increased decarbonisation efforts after 2030, with cleaner and more efficient technology becoming gradually more widespread. Applying these shares to EEA data1 for EU27, the goals to be reached are:  761.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2030;  290.6 Mton CO2 equivalent emissions from transport (including international aviation but excluding international shipping) at 2050;  92 Mton CO2 equivalent emissions from international shipping at 2050. EEA data show that in 2018 CO2 emissions from transport in EU27 (including international aviation but excluding international shipping) were still 32% above 1990 levels and that to meet the 60% greenhouse gas emission reduction target of the 2011 Transport White Paper they need to fall by two-thirds by 2050. Nonetheless, despite a decline between 2008 and 2013, GHG emissions from the EU-27 transport sector (including international aviation and excluding international shipping) have been increasing since 2014 in the context of a period of low oil prices. The trend in emissions is in line with transport activity of both passenger and freight, which plateaued between 2007 and 2013 and grew up again from 2014 onwards.
