Book excerpt: After 1974, the South African involvement in the war in Angola begins with the triggering of Operation Savannah, a large-scale military land offensive that began in October 1975. But the military offensive land forces of the South African Defence Forces were faced with the Widespread Popular Resistance and Operation Carlota, military action designed to halt the South African offensive impulse. Under these conditions, the armed conflict in Angola becomes a conventional war because of the dimension of the forces involved and the amount of technical military resources employed by the players. Over the course of the war, there were offensive moves; defensive manoeuvres; and all kinds of fire, friction, resistance, incursions, combat, retreats, and marches until the South African Defence Forces were expelled from Angolan territory on March 1976. In general, this book analyses Operation Savannah and its developments from a strategic-operational and tactical point of view.

Book excerpt: States that use military conscription and whose ethnic minorities have relatives in hostile countries face a "Trojan horse" dilemma: the state demands military service but mistrusts the loyalty of subjugated community members. Some armies brutalize ethnic recruits; others simply reject them. Alon Peled compares the experiences of Malay-Muslim soldiers in Singapore, Arabs in Israel, and blacks in South Africa. Drawing on his interviews with senior officers and policymakers, he examines the histories of these armies and their levels of ethnic integration. He also suggests how minority soldiers can be gradually recruited, integrated, and promoted. Ethnic soldiers can only succeed, Peled argues, when officers formulate manpower policy on the basis of combat needs rather than political concerns. Peled highlights the behind-the-scenes roles played by officers and ethnic leaders. He advocates new policies for change, recommending that the leaders of ethnically torn countries such as the republics of the former Soviet Union and states in central Africa allow professional officers to introduce soldiers from mistrusted ethnic groups through a process of phased integration.

Book excerpt: Challenging prevailing theories of development and labor, Gay Seidman's controversial study explores how highly politicized labor movements could arise simultaneously in Brazil and South Africa, two starkly different societies. Beginning with the 1960s, Seidman shows how both authoritarian states promoted specific rapid-industrialization strategies, in the process reshaping the working class and altering relationships between business and the state. When economic growth slowed in the 1970s, workers in these countries challenged social and political repression; by the mid-1980s, they had become major voices in the transition from authoritarian rule. Based in factories and working-class communities, these movements enjoyed broad support as they fought for improved social services, land reform, expanding electoral participation, and racial integration. In Brazil, Seidman takes us from the shopfloor, where disenfranchized workers organized for better wages and working conditions, to the strikes and protests that spread to local communities. Similar demands for radical change emerged in South Africa, where community groups in black townships joined organized labor in a challenge to minority rule that linked class consciousness to racial oppression. Seidman details the complex dynamics of these militant movements and develops a broad analysis of how newly industrializing countries shape the opportunities for labor to express demands. Her work will be welcomed by those interested in labor studies, social theory, and the politics of newly industrializing regions.
