Book excerpt: This revision to Regional Planning Guidance no. 9 (RPG 9) (ISBN 0117535621), published in March 2001, contains a waste management strategy for the South East which replaces Policy INF3 and its supporting paragraphs. The strategy address all main waste streams subject to regulation (municipal, commercial and industrial, construction and demolition waste) and its key role is to provide guidance on the spatial planning aspects of waste management, including an assessment of regional and subregional waste management requirements. It formally covers the period to 2016, but looks forward to 2025 to provide a longer term perspective and to inform the South East Plan. This revision should be read in conjunction with PPS 10 on national planning policy on sustainable waste management (ISBN 0117539503) published in July 2005.

Book excerpt: The South East Plan contains an annual target fro new homes that provides a benchmark which can be reviewed. Sub-regions will have their own targets that allow local circumstances to be taken into account, but the regional overview is valuable to ensure consistency and to enable review of the regional target as a whole. It is important that any review of housing targets in the South East takes into account the range of numbers put forward, their underlying reasons, and the consequences of not meeting any decided targets. The economic downturn has meant that fewer homes are being built and there are concerns that the lack of infrastructure provision alongside housing development is stopping schemes from making progress. The Committee recommends that the Government review the funding mechanisms currently available for this infrastructure. It feels it is important that the Homes and Communities Agency is given the resources it needs in future years. The Committee also acknowledges that while focusing development on brownfield land is important to stimulate regeneration there must be care that concentrating development in such areas does not have adverse effects such as using up urban land or valuable urban greenspace. The Committee also recommends that greater attention be paid to alternative models for providing housing land; that the region provides the right mix of homes and that the Government stick to its timetable for the Code for Sustainable Homes ensuring that all housing has a zero carbon rating by 2016.

In an age of austerity, government spending cuts, privatisation and rising inequalities, the need to support and include the most vulnerable in society is more acute than ever. However, forms of Advocacy Planning, the progressive concept championed for this purpose since the 1960s, is under threat from neoliberalisation. Rather than abandoning advocacy, the book asserts that only through sustained critical engagement will issues of exclusion be positively tackled and addressed. The authors propose neo-advocacy planning as the critical lens through which to effect positive change. This, they argue, will need to draw on a co-production model maintained through a well-resourced special purpose organisation set up to mobilise and resource planning intermediaries whose role it is to activate, support and educate those without the resources to secure such advocacy themselves.
